About this award

The Centers for Medicare and Medicaid Services issued a delivery order to Empower AI, Inc., a HUBZone-certified joint venture, on August 17, 2016, with a ceiling value of $230.2 million for Comprehensive Error Rate Testing (CERT) Program support through November 21, 2027.

The order is issued under the Professional Services Schedule (PSS). CERT calculates bi-annual improper payment rates across Medicare Fee-for-Service claim types—Part A inpatient hospital prospective payment system, Part A excluding inpatient hospital, Part B, and durable medical equipment, prosthetics, orthotics, and supplies—based on statistically valid random samples. CMS uses these rates to support corrective actions reducing improper payments and performs special studies and supplemental measurements on particular claim types.

Place of performance is Reston, VA 20190. The order is priced firm fixed price with no set-aside.

Subcontractors include CCH Incorporated (healthcare regulatory compliance analysis and Medicare claims review), MCG Health, LLC (evidence-based care guidelines and utilization management software), and Serco Inc. (staff augmentation), along with a multi-vendor technical and compliance support team.

Service Contract Inventory data shows the order invoiced $21.9 million across 116 FTEs and 241,754 contractor hours in FY2025, with a derived government-paid rate of $90.78 per hour. Subcontractors accounted for 3 percent of contractor hours. Across reported fiscal years FY2021–FY2025, invoiced labor remained stable between $18.3 million and $22.6 million annually, with FTEs ranging from 115 to 144 and government-paid rates trending upward from $76.52 per hour to $90.78 per hour.

Description

The cert program calculates BI-annual improper payment rates based on the results of the reviews conducted. These rates include an overall national medicare FFS improper payment rate and improper payment rates for each claim type [part a inpatient hospital prospective payment system (PPS); part a excluding inpatient hospital PPS; part b; and durable medical equipment, prosthetics, orthotics, and supplies (dmepos)]. The cert program ensures a statistically valid random sample; therefore, the improper payment rate calculated from this sample is considered to be reflective of all of claims processed by medicare FFS program during the report period. CMS also uses the cert program to perform special studies and supplemental measurements to determine the improper payment rates of particular claim types. Calculations of these rates facilitate CMS ability to take appropriate corrective actions to reduce improper payments.
