About this agency

The Department of Justice National Security Division procures contracts to support legal, operational, and administrative functions across the federal government's national security mission. As a sub-agency within DOJ, the National Security Division oversees litigation, policy development, and regulatory matters affecting counterterrorism, foreign investment review, and espionage enforcement; it funds contracted services to supplement internal capacity and provide specialized expertise. The Division has awarded 802 contracts since 2010, generating $156.3 million in combined potential value. Recent activity has declined sharply: 50 awards in 2022, 45 in 2023, 48 in 2024, 24 in 2025, and 1 year-to-date in 2026, with the most recent recorded award dated May 1, 2026.

Competition is highly fragmented. Over the last five years, the top five primes by award count—Govsmart, Inc., Software Information Resource Corp., Cox Subscriptions, Inc., Carahsoft Technology Corp, and New TECH Solutions, Inc.—hold only 27 percent of recent awards, and the top five by potential value account for just 4 percent of combined potential value across that window. No single prime dominates; Govsmart leads by award count with 12 recent awards, but the awards are small-dollar with minimal reported value. The 245 distinct prime contractors in the all-time portfolio reflect a thin, distributed vendor base.

The set-aside mix skews heavily toward open competition. Seventy-five percent of awards carry no set-aside designation. Total small-business awards (inclusive of HUBZone, 8(a), SDVOSB, WOSB, and related designations) represent 17 percent of the portfolio, with HUBZone accounting for 4 percent, the other categories combining for 3 percent. The Division obligated $108.2 million (69 percent of combined potential value) across the active portfolio.

No recent contract opportunities are recorded against the Division or its descendant offices.
