About SNI United LLC
SNI United LLC, a minority-owned SBA-certified 8(a) joint venture based in Wayne, Michigan, provides refuse collection, recycling, waste transfer station operations, and temporary waste container services to Department of Defense installations as a prime contractor operating entirely under Competitive 8(a) set-asides and open full-and-open competition. The company operates 100% as a prime contractor with no subcontract footprint in its federal work.
SNI United's customer concentration is highly concentrated in naval and Marine Corps facilities. The top five funding agencies account for 95% of recent awards by count and 94% by potential value, anchored by Naval Facilities Engineering Command (55 awards, $38.3 million combined potential value), Air Mobility Command (12 awards, $13.5 million combined potential value), and the Marine Corps (17 awards, $7.9 million combined potential value). Naval Facilities Engineering Command dominates both volume and dollars, reflecting SNI United's role as the primary waste management provider for Naval District Washington and regional installations spanning Maryland, Virginia, Washington D.C., and Michigan. The Air Force Academy contributed a single but material $4.8 million definitive contract for refuse and recycling services through January 2027.
SNI United holds three major indefinite delivery contracts: a $20.6 million single-award IDC with Naval Facilities Engineering Command for regional refuse, recycling, and waste management services within a 100-mile radius of the Washington Navy Yard (awarded August 31, 2021, extending through November 30, 2026), an $8.0 million single-award IDC with Air Mobility Command for refuse and recycling services in Tampa, Florida, including MacDill Air Force Base and Special Operations Command facilities (awarded November 18, 2021, extending through June 1, 2029), and a $5.0 million single-award IDC with the Naval Facilities Engineering Command for refuse transfer station operations at Marine Corps Air Station Cherry Point, North Carolina (awarded January 1, 2022, extending through December 31, 2026). These three parent vehicles anchor 98 of the vendor's 103 total awards, with the NAVFAC regional contract alone generating 79 task orders worth $20.1 million. Delivery orders under these IDCs range from $250 for single temporary container pickups to over $1.1 million for annual regional refuse management at major installations, demonstrating SNI United's role as a recurring operational services provider rather than a project-based contractor.
SNI United's award volume has grown significantly, from 12 awards in 2022 to 37 in 2024, before declining to 19 in 2025 and 8 through mid-2026 — reflecting the timing of option year funding cycles rather than underlying business loss. The combined potential value across all 103 awards totals $70.5 million, with $32.8 million (47%) currently obligated. Fourteen awards with combined potential value of $13.4 million face ultimate completion within the next twenty-four months, creating recompete exposure concentrated in the Naval Facilities Engineering Command and Air Mobility Command vehicles. The vendor's NAICS footprint is exclusively Solid Waste Collection (103 awards), with PSC distribution split between Housekeeping—Trash/Garbage Collection (61 awards) and Office Supplies (40 awards), reflecting the nature of containerized and consumable waste management procurements. Recent representative awards include a $133,744 Competitive 8(a) delivery order from Naval Air Systems Command for refuse operations at MCAS Cherry Point for calendar year 2026 (April 15, 2026), a $821,316 firm fixed-price delivery order from Naval Facilities Engineering Command for waste management services at the Naval Academy in Annapolis, Maryland, including Defense Commissary Agency funding (December 17, 2025), and a $1.18 million Competitive 8(a) delivery order from Air Mobility Command for refuse and recycling services at MacDill Air Force Base in Tampa, Florida, Option Year 4 (December 1, 2025).
