About the company
National Capital Flag Company, Incorporated, doing business as National Capital Flag Co Inc., manufactures and delivers American-made flags, flag poles, bases, stands, and ceremonial accessories to federal agencies as a prime contractor under full-and-open and small-business set-aside purchase orders. The Alexandria, Virginia-based for-profit corporation competes predominantly in the small-business set-aside space (roughly 40% of recent awards carry Total Small Business or other set-aside designations) and also wins full-and-open awards, with 613 prime awards across 146 distinct federal customer agencies since 1990.
National Capital Flag Company's federal footprint is dominated by flags and flag-related commodities across PSC codes and NAICS categories. The top PSC is Flags and Pennants (479 awards), followed by textile and miscellaneous categories. Primary NAICS classifications include Sporting Goods Stores (215 awards), All Other Miscellaneous Textile Product Mills (192 awards), and Ornamental and Architectural Metal Work Manufacturing (15 awards) — reflecting the vendor's portfolio of flags, poles, finials, stands, and brass or steel accessories. Recent representative awards include a $341 thousand Customs and Border Protection order (March 2024, Total Small Business set-aside) for 103 custom embroidered flags in multiple sizes bearing the CBP Office of Trade logo; a $186 thousand Defense Logistics Agency Clothing and Textiles order (March 2024, Total Small Business set-aside) for 4,000 units of national flags with delivery through May 2026; a $215 thousand Defense Information Systems Agency order (March 2025) for Oval Office flags; and a $159 thousand Department of State Office of the Chief of Protocol order (April 2024) for flags supporting diplomatic protocol functions. The vendor also supplies high-profile state events: a $179 thousand definitive contract from the Department of State Bureau of African Affairs (November 2022, Total Small Business set-aside) for flags, poles, bases, and accessories supporting the Africa Leaders Summit, and a $159 thousand order from the Office of the Chief of Protocol (May 2022) for complete sets of country flags for the IX Summit of the Americas.
Customer concentration is moderate and distributed across civilian, State Department, and defense agencies. The top five customer entities by award count account for 25% of recent awards and include the Department of Homeland Security Chief Procurement Officer (51 awards), the Department of the Army (45 awards), Customs and Border Protection (32 awards), the Drug Enforcement Administration (16 awards), and the Air Force (12 awards). By potential value, the top five customers represent 46% of combined dollars, led by GSA Federal Acquisition Service ($2.4 million across 7 awards), the Office of the Chief of Protocol ($759 thousand across 11 awards), the Air Force Headquarters District Washington ($751 thousand across 10 awards), Customs and Border Protection ($595 thousand across 32 awards), and Defense Logistics Agency Troop Support Clothing and Textiles ($419 thousand across 7 awards). The GSA vehicle carries the highest concentration — a Sports, Promotional, Outdoor, Recreation Trophies and Signs contract with 212 task orders worth $1.8 million.
Activity has remained relatively stable year over year (13 awards in 2022, 2 in 2023, 13 in 2024, 17 in 2025, and 13 through late September 2026) with a combined potential value across all 613 awards of $10.7 million and $8.2 million obligated. The vendor faces minimal recompete exposure: only three awards (combined potential value $112 thousand) complete within the next twenty-four months. National Capital Flag Company operates as a pure prime contractor with no subcontract footprint, delivering flags and accessories directly to end-using federal agencies across domestic and overseas locations, including support for diplomatic missions in Iraq and military installations in Alaska.
