About this program
The Department of Health and Human Services Administration for Community Living funds prevention and intervention in elder abuse, neglect, and financial exploitation through Assistance Listing 93.747, with the most recent grant awards issued on August 1, 2022.
The program has distributed $768.5 million in federal dollars across 287 awards since 2012. Award activity peaked in 2021 with 169 awards and declined to 53 in 2022, the last reported year. The portfolio is predominantly Formula Grants (57 percent of awards) supporting state long-term care ombudsman programs and adult protective services systems, with smaller shares of Block Grants (20 percent), Cooperative Agreements (22 percent), and Project Grants (1 percent). All funding flows through the Administration for Community Living.
Recent awards illustrate the funding's scope: state governments received Formula Grants ranging from approximately $84 thousand to $2.76 million for American Rescue Plan long-term care ombudsman enhancements (Florida, New York, California, and Texas received among the largest awards); Stanislaus County received a Cooperative Agreement of $1.49 million for adult protective services community transitions using critical time intervention; and Massachusetts received a Block Grant of $15 million for adult protective services system improvements under the American Rescue Plan.
The program funds primary, secondary, and tertiary activities, including development and evaluation of interventions to prevent abuse and neglect, statewide adult protective services system improvements, practice innovations, data collection and infrastructure enhancements to the National Adult Maltreatment Reporting System, benchmarking of prevention and intervention outcomes, and investigation of risk and protective factors. Eligible applicants include state and local governments, Indian tribal governments and organizations, faith-based organizations, community-based organizations, hospitals, and institutions of higher education; state governments qualify for additional grant authorities under the Affordable Care Act.
