About this opportunity
The Department of Health and Human Services Administration for Community Living is soliciting Cooperative Agreement applications from the highest state courts to improve guardianship and conservatorship proceedings, with a forecast status and no specified application deadline. Eligibility is restricted by statute to the highest courts in each state; foreign entities are not eligible. The program aims to support courts in assessing the fairness, effectiveness, timeliness, safety, integrity, and accessibility of adult guardianship and conservatorship proceedings; implementing court-identified improvements; and deploying systems to streamline filing processes, identify discrepancies, detect fraud, and combat exploitation of protected persons. Cooperative agreements will be awarded for up to a three-year period depending on funding availability, with grant extensions available upon request. Awards fall under the Elder Abuse Prevention Interventions Program (CFDA 93.747), which historically has distributed funds through Formula Grants, Block Grants, Cooperative Agreements, and Project Grants to state and local governments, tribal entities, faith-based and community-based organizations, hospitals, and institutions of higher education. Review criteria emphasize documented need, expected reach and outcomes, organizational capacity, coordination and partnerships, and grounding in evidence or theory. Nonfederal entities expending $750,000 or more in federal awards annually must undergo a single or program-specific audit; those expending less are exempt. Records must be maintained for three years after submission of the final financial report. No cost share requirement is specified in this announcement.
Forecast synopsis
The purpose of the EJIG program is to support the development and advancement of new and emerging approaches to address issues related to elder justice. For this opportunity, awards will be made to the highest state courts to improve guardianship by: assessing the fairness, effectiveness, timeliness, safety, integrity, and accessibility of adult guardianship and conservatorship proceedings; implementing changes deemed necessary as a result of the assessments; and/or implementing systems to simplify the filing process for conservators and guardians and better enable courts to identify discrepancies and detect fraud and the exploitation of protected person.
Eligibility
Authorizing statute restricts eligibility to the highest courts in a state (Elder Justice Act Section 2042(b)). Foreign entities are not eligible to compete for, or receive, awards made under this announcement.
