About this program
The Department of Health and Human Services Health Resources and Services Administration funds HIV-Related Training and Technical Assistance (93.145), predominantly through Project Grants supporting Ryan White HIV/AIDS Program (RWHAP) capacity development and early intervention services, with the most recent award issued in May 2026. The program is active: over the past five years, award volume has averaged 67 per year, ranging from 59 awards in 2025 to 81 in 2023, with 2,416 total awards spanning from October 1990 to May 2026.
The program funds technical assistance and capacity-building for Ryan White recipients to improve HIV care delivery and program operations. Recent awards illustrate the scope: infrastructure development for dental equipment and telehealth systems; HIV care innovation initiatives addressing social determinants of health, behavioral health integration, and strategic partnerships with non-traditional organizations serving hard-to-reach populations; training and education for clinical and support staff on trauma-informed, culturally competent care; and emergency preparedness planning. Early intervention services awards fund outpatient primary medical care, oral health services, medical case management, and support services for people living with HIV in underserved areas.
Project Grants dominate the portfolio (98% of 2,373 awards), with smaller shares of Cooperative Agreements (1%) and Block Grants (1%). The program is essentially single-sourced: HRSA HIV/AIDS Bureau accounts for all 2,416 awards and the entire $4.29 billion in combined federal dollars obligated since 1990. Recent awards range from approximately $144 thousand to $8.5 million, with one-year capacity development projects typically in the $150 thousand to $450 thousand range and multi-year early intervention services awards typically exceeding $1.5 million.
No current grant opportunities appear open in the source materials provided. The most recent solicitation snapshot reflects forecasted and closed opportunities from earlier cycles. Organizations interested in pursuing this funding should monitor HRSA's grant opportunities portal for annual capacity development and early intervention services NOFOs, typically released in spring for fall application deadlines.
