About this opportunity

The Health Resources and Services Administration seeks applicants for a single cooperative agreement to establish the National HIV Clinical Training for Residents Program, with applications due July 13, 2026, at 11:59 p.m. ET. This is a single-award opportunity with no cost share required.

Eligible applicants include public and private institutions of higher education, state and local governments, county and city/township governments, special district governments, independent school districts, federally recognized and non-federally recognized tribal governments and organizations, and 501(c)(3) and non-501(c)(3) nonprofits.

The recipient will partner with up to eight geographically dispersed residency programs located in Ending the HIV Epidemic (EHE) jurisdictions or areas with high HIV incidence rates to expand the HIV clinical workforce by training residents from clinical disciplines to prevent, diagnose, treat, and link individuals with HIV to care. Required activities include implementing didactic, experiential, and blended training using the National HIV Curriculum; establishing structured mentorship and career development pathways; developing and sustaining an online learning collaborative; and providing technical assistance and capacity building to residency programs. Recipients must develop comprehensive evaluation plans measuring resident training completion rates, clinical competency improvements, and the number of graduates practicing in EHE jurisdictions.

Total available funding is $3,500,000 for fiscal year 2026, with an expected award date by September 30, 2026, and a four-year period of performance from September 30, 2026, to September 29, 2030. The maximum salary cap is $228,000 as of January 2026.

Merit review allocates 100 points across six categories: Need (10 points), Response (30 points), Performance Reporting and Evaluation (10 points), Impact (20 points), Resources and Capabilities (25 points), and Support Requested (5 points). A two-point funding priority is available for applicants in EHE priority states.

The program is assigned CFDA 93.145, HIV-Related Training and Technical Assistance. A technical assistance webinar is scheduled for June 22, 2026, at 1:00 p.m. ET; contact Kelli Miles at KMiles@hrsa.gov or 301-443-0492 for webinar access or program questions.
