The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services is seeking applicants for a cooperative agreement to establish and maintain a comprehensive web-based platform that will serve as a centralized repository for evidence-based interventions, best practices, tools, training and technical assistance resources related to HIV care and treatment. Key requirements include developing an easily searchable interface, implementing advanced analytics, managing website subscribers, and providing regular reporting. Eligible applicants include public/private higher education institutions, small businesses, state/local governments, tribal organizations, and school districts. The merit review criteria emphasize need, response, performance reporting/evaluation, impact, resources/capabilities, and budget support.

The cooperative agreement will provide up to $900,000 per year for up to five years, from July 1, 2025 to June 30, 2030. Applications are due by March 18, 2025, with an expected award date of July 1, 2025. The successful applicant will be responsible for the full project lifecycle including platform development, launch, maintenance, and evaluation.

Synopsis

This project will fund the creation and maintenance of a user-friendly web-based platform. The platform will serve as a comprehensive and centralized repository for evidence-based interventions, best practices, tools, training and technical assistance (T/TA) products, and resources developed by Ryan White HIV/AIDS Program (RWHAP) funded recipients, stakeholders, federal partners, and HRSA's HIV/AIDS Bureau (HAB). The site will be specifically aimed at enhancing HIV care and treatment outcomes. The audience for the website will include health care team members, recipients, subrecipients, key stakeholders, federal staff, and the general public. The content for the site will be curated by the recipient to include a variety of HIV tools, resources, and information gathered from a variety of sources such as HAB recipients, TA providers, government websites, and evidenced based research.
