Notice of Intent: Program to End Modern Slavery FY 2025
The Department of State's Office to Monitor and Combat Trafficking in Persons (TIP Office) is seeking applicants for the Program to End Modern Slavery (PEMS) FY 2025 funding opportunity. The TIP Office intends to award one or more cooperative agreements through a competitive process to implement and rigorously evaluate promising interventions that have shown effectiveness in addressing human trafficking but require additional validation. Eligible applicants include commercial, international, educational, and non-profit organizations, including faith-based and community-based entities. While applications are not currently being accepted, a Notice of Funding Opportunity will be released on grants.gov within the next few months. Applicants must obtain a Unique Entity Identifier (UEI) and register in SAM.gov, with subrecipients requiring only a UEI. The program emphasizes local expertise and partnerships with government, academia, civil society, and the private sector. Since 2016, the U.S. Congress has appropriated $25 million annually for PEMS, with $200 million in total funding obligated to date. The TIP Office intends to consider interventions that have shown promise but lack rigorous evaluation, as well as successful approaches from other fields that could be adapted to anti-trafficking work, or research-supported designs that lack implementation funding. The funding opportunity is expected to support the implementation and evaluation of these high-potential, high-impact interventions aimed at measurably and substantially reducing human trafficking prevalence and harms in targeted populations.
