About this opportunity
The Department of State Bureau of Democracy Human Rights and Labor seeks applications for Child Protection Compact projects to combat child trafficking through multi-year plans developed jointly with recipient countries, with priority review ending September 30, 2026 and final decisions expected by December 31, 2026. Awards are projected at one to two grants averaging $10 million each from $12.5 million in FY 2026 International Narcotics Control and Law Enforcement funding, with a 60-month performance period beginning April 2027.
Eligible applicants include not-for-profit organizations, educational institutions, public international organizations, U.S. government agencies, and for-profit entities, though for-profit applications undergo additional review and the Department of State prohibits profit to commercial organizations, defined as any amount exceeding allowable direct and indirect costs. Cost sharing is not required but may be proposed voluntarily. Applicants may submit up to three applications annually, one per country. Foreign NGOs do not require formal government commitment prior to application; a letter indicating willingness to cooperate suffices.
CPCs target strengthening recipient countries' capacity to prosecute and convict child traffickers, provide comprehensive victim care, and prevent child trafficking in all forms. Priority regions are the Western Hemisphere and East Asia Pacific, though proposals aligned with U.S. foreign policy goals and the National Security Strategy are acceptable. Applicants must demonstrate the proposed country's political will and alignment with executive orders and the annual Trafficking in Persons Report.
Evaluation criteria, weighted equally at 33 points each, assess country child trafficking situational assessment, organizational capacity and grant history, and anti-trafficking relationships. Required application components include federal forms (SF-424, SF-424A, SF-424B), a five-page maximum proposal, budget justification narrative, and letters of support from the host government and any subgrantees. All applications must be submitted electronically through MyGrants with active SAM.gov registration and a valid Unique Entity Identifier. The Assistance Listing number is 19.019.
