About this opportunity

The Department of State Bureau of Democracy Human Rights and Labor is soliciting Statements of Intent for the Program to End Modern Slavery (PEMS) FY 2025, with Stage 1 SOI submissions due February 4, 2025 at 5:00 p.m. EST. Up to $22 million in FY2024 funding is available through multiple awards ranging from $500,000 to $5 million each, with project periods not exceeding 54 months.

Eligible applicants include U.S.-based and foreign non-profits, NGOs, commercial organizations, educational institutions, public international organizations, faith-based organizations, and community-based organizations. All applicants must obtain a valid Unique Entity Identifier; lack of prior experience with State Department cooperative agreements, grants, or contracts does not bar eligibility.

PEMS emphasizes Stage 2 implementation and rigorous evaluation of promising anti-trafficking interventions that have demonstrated some evidence of effectiveness but lack rigorous evaluation or adequate funding for pilot work. The program prioritizes victim-centered, trauma-informed approaches and interventions addressing critical needs or impacting large numbers of trafficking victims. Specific geographic interest includes Costa Rica (sex trafficking) and West Africa (sex and labor trafficking).

Projects operate outside the United States and must emphasize partnerships with government, academia, civil society, and the private sector. Successful Stage 1 applicants will be invited to submit full proposals in Stage 2, with anticipated award decisions by September 30, 2025 for projects beginning on or after October 1, 2025.

The program operates under CFDA 19.019 (International Programs to Combat Human Trafficking) and employs a three-pillar strategy: prosecution of traffickers, protection and assistance for victims, and prevention of human trafficking. SOI submissions must not exceed five pages, use Calibri 12-point font with one-inch margins, and include citations within the page limit.

Synopsis

Note: This is a Notice of Intent. An announcement is not related to this notice. The TIP Office is not accepting applications at this time. Please review the attached notice for full details. Background: The goal of PEMS is to measurably and substantially reduce the prevalence of human trafficking and the harms associated with the crime in targeted populations through innovative interventions driven by research, monitoring, evaluation, and learning, and the expansion of partnerships with government, academia, civil society organizations, international organizations and the private sector. The U.S. Congress has appropriated $25 million annually since 2016 for PEMS, with $200 million in funding obligated to date. The TIP Office intends to further build the evidence base around what interventions work effectively to address trafficking in persons through funding the implementation and rigorous evaluation of high-potential and high-impact promising interventions. The TIP Office intends to consider interventions that have some evidence pointing to their effectiveness which could benefit from an evaluation to validate the intervention approach and answer important research questions about what is effective in anti-trafficking in persons programming. The TIP Office will consider interventions that have shown promise but have not had the funding to be rigorously evaluated; interventions that have shown success in other fields but have not been adapted and tested as a human trafficking intervention; and interventions for which there is a design for programming supported by significant research, which have not yet had the funding to implement and evaluate. Local expertise will be considered critical for implementing projects under this future opportunity. Please review the full notice attached.

Eligibility

Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) are eligible to apply if and when a Statement of Intent and/or a Notice of Funding Opportunity is published. Lack of past experience with U.S. Department of State cooperative agreements, grants, or contracts does not bar eligibility. All applicants for TIP Office funding opportunities must have a valid Unique Entity Identifier. Although not required for submission of an application via SAMS Domestic on https://mygrants.service-now.com/grants, a valid UEI number is required for organizations selected for an award. Organizations should verify their UEI number or take the steps needed to obtain one as soon as possible. Instructions for obtaining a UEI number can be found at https://sam.gov/content/entity-registration.
