About this opportunity

The Department of State's Bureau of Democracy Human Rights and Labor is soliciting applications for international programs to combat human trafficking on a rolling basis with a hard deadline of December 31, 2026, offering $38.5 million pending availability through FY 2026 International Narcotics Control and Law Enforcement (INCLE) funds.

Eligible applicants include not-for-profit organizations, civil society and non-governmental organizations, educational institutions, public international organizations, U.S. government agencies, and for-profit organizations. For-profit applicants are subject to additional post-panel review and prohibited from earning profit on assistance awards; cost allowability follows FAR 48 CFR 30 and 31. Foreign governments are ineligible, though governments may be program beneficiaries. No cost share is required.

Individual awards range from $1 million to $10 million, with a 60-month maximum performance period and anticipated program start of April 2027. Awards are issued as grants or cooperative agreements; the latter involve substantial government involvement in implementation.

Priority focus areas are the Western Hemisphere and East Asia Pacific regions. Projects must address the three-pillar framework: prosecution of traffickers, protection of trafficking victims, and prevention of trafficking. All proposals must align with the National Security Strategy, executive orders, the FY 2026-2030 State Department Agency Strategy, and country-specific recommendations in the annual Trafficking in Persons Report; applications perceived as misaligned may be deemed technically ineligible.

Proposals submitted June 19–September 30 will be reviewed by December 31, 2026. Those submitted October 1–December 31 will be reviewed by March 31, 2027, contingent on funding availability. Evaluation uses six criteria totaling 100 points: program quality and feasibility (30 points), organizational capacity (20 points), program planning ability (15 points), budget detail (10 points), monitoring and evaluation plan (15 points), and sustainability (10 points). Applicants must submit proposals in 14-point Times New Roman font with one-inch margins; 12-point and 10-point fonts are not acceptable.

The CFDA number is 19.019.
