THE PURPOSE OF THE PROPOSED HVRP PROJECT IS TO ASSIST MILITARY VETERANS EXPERIENCING HOMELESSNESS IN REINTEGRATING INTO MEANINGFUL EMPLOYMENT WITHIN THE LABOR FORCE IN THEIR COMMUNITIES. DURING THE 3-YEAR GRANT PERIOD OF PERFORMANCE, EASTERSEALS CROSSROADS WILL ASSESS 450 VETERANS EXPERIENCING HOMELESSNESS, ENROLL 300 VETERANS, AND PLACE 243 ENROLLED VETERANS INTO EMPLOYMENT IN STABLE, HIGH-DEMAND OCCUPATIONS EARNING GOOD WAGES. THE STAFF OF THIS HIGHLY COLLABORATIVE PROJECT WILL WORK CLOSELY WITH AN ARRAY OF COMMUNITY PARTNERS TO PROVIDE INTENSIVE CASE MANAGEMENT, WRAPAROUND SUPPORT, TRAINING, JOB DEVELOPMENT, AND PLACEMENT SERVICES. THE PROJECT S OVERARCHING GOAL IS TO HELP VETERANS DEVELOP THE SKILLS NECESSARY TO ACHIEVE LONG-TERM SELF-SUFFICIENCY.THE SERVICE DELIVERY MODEL MAINTAINS A CLIENT-CENTERED, CASE-MANAGEMENT APPROACH DESIGNED TO PROVIDE AND COORDINATE EMPLOYMENT ASSISTANCE INCLUDING JOB-DRIVEN TRAINING, PLACEMENT, AND SUPPORT SERVICES. THIS APPROACH HELPS TO DEVELOP BOTH CONFIDENCE AND SKILLS FOR IN-DEMAND JOBS FOR THE VETERANS SERVED. THE EASTERSEALS CROSSROADS HVRP PROGRAM DESIGN INCORPORATES EVIDENCE-BASED PRACTICES TO ASSIST VETERANS TO UPGRADE JOB SKILLS, BECOME EMPLOYED IN JOBS PAYING AN AVERAGE OF 16.37 PER HOUR, AND FIND SECURE HOUSING. SPECIFIC PROGRAM ACTIVITIES INCLUDE TARGETED OUTREACH AND RECRUITMENT, ASSESSMENT TO DETERMINE ELIGIBILITY AND READINESS, CREATION OF AN INDIVIDUALIZED EMPLOYMENT PLAN, INTENSIVE CASE MANAGEMENT, SUPPORT SERVICES, TRAINING, JOB DEVELOPMENT AND PLACEMENT SERVICES.THE PROJECT WILL SERVE MILITARY VETERANS WHO MEET HVRP ELIGIBILITY REQUIREMENTS AND WHO ARE EXPERIENCING HOMELESSNESS, ARE AT RISK OF HOMELESSNESS, AND OR ARE TRANSITIONING FROM INCARCERATION. FOR THE PURPOSES OF DETERMINING A VETERANS AT RISK OF HOMELESSNESS STATUS, THE INDIVIDUAL OR FAMILY HAS AN INCOME BELOW 30 PERCENT OF THE MEDIAN FOR THE REGION, HAS INSUFFICIENT RESOURCES TO ATTAIN HOUSING STABILITY, AND IS CURRENTLY LIVING IN AN UNSTABLE OR TEMPORARY HOUSING ARRANGEMENT (FOR EXAMPLE, STAYING AT THE HOME OF SOMEONE ELSE OR LIVING IN A MOTEL ROOM). EASTERSEALS CROSSROADS HAS SEVERAL SPECIFIC PROGRAMS AND OPPORTUNITIES FOR INCREASED ENGAGEMENT OF HISTORICALLY MARGINALIZED VETERANS INCLUDING PEOPLE OF COLOR, DISABLED VETERANS INCLUDING THOSE WITH TRAUMATIC BRAIN INJURIES, AND FORMERLY INCARCERATED VETERANS. OUTREACH EFFORTS HAVE ALSO BEEN ADDED TO THE PROGRAM TO TARGET VETERANS LIVING IN RURAL AREAS, PARTICULARLY IN HENDRICKS COUNTY WHERE THERE ARE STRONG PARTNERSHIPS WITH MENTAL HEALTH AMERICA OF HENDRICKS COUNTY AND THE HENDRICKS COUNTY VETERAN COALITION.OVER THE PAST TEN YEARS IN DELIVERING HVRP SERVICES, EASTERSEALS CROSSROADS HAS DEVELOPED A COMPREHENSIVE NETWORK OF BEST-PRACTICE PARTNERS AND VETERAN STAKEHOLDERS, INCLUDING THE AMERICA JOB CENTER (WORKONE), THE LOCAL WORKFORCE INVESTMENT BOARDS AND HUD CONTINUUM OF CARE (COC). A SUCCESSFUL PARTNERSHIP WITH THE AMERICAN JOB CENTER IS A KEY COMPONENT OF AN EFFECTIVE HVRP PROGRAM. WORKONE IS THE AMERICAN JOB CENTER IN INDIANA. EASTERSEALS CROSSROADS HAS ENJOYED A CLOSE WORKING RELATIONSHIP WITH BOTH WORKONE REGION 12 (INDIANAPOLIS) AND WORKONE REGION 5 SERVING THE SURROUNDING COUNTIES. THIS PARTNERSHIP ENSURES OUR PARTICIPANTS ARE SUCCESSFULLY CO-ENROLLED AND CAN TAKE FULL ADVANTAGE OF WIOA SERVICES. This funding opportunity from the Department of Labor's Veterans Employment and Training Service seeks applications for the Homeless Veterans' Reintegration Program grant. Eligible applicants include state, local, tribal, and nonprofit organizations proposing to provide employment services to veterans experiencing homelessness through job training, placement, career counseling and other assistance. Grantees will be expected to provide services to enrolled veterans in the communities covered by their proposed scope of work, either through direct service delivery or established referral partnerships within those local areas.

The U.S. Department of Labor, Veterans' Employment and Training Service, announces the availability of approximately $12 million in grant funds authorized under Title 38 of United States Code (U.S.C.), Sections 2021 and 2023. You may apply for a 12-month grant. 2018 Option Year Award recipients are not eligible to receive funding from this competition for an identical project proposal. The grant period of performance is July 1, 2018 to June 30, 2019. The maximum limit for an individual award is $500,000. The purpose of this program is to provide services to assist in reintegrating homeless veterans into meaningful employment within the labor force and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans.

Announcement of Stand Down Grants
This federal grant opportunity from the Department of Labor's Veterans Employment and Training Service provides funding for Stand Down events that assist homeless veterans. The grants support local events that offer a wide range of services to this population, including employment assistance, health screenings, housing referrals, mental health services, and veterans' benefits counseling. Eligible applicants include state and local workforce boards, veterans organizations, local governments, tribes, and nonprofits. Applications must be submitted at least 90 days prior to the proposed event date and include a program narrative, budget forms, and letters of support. Events must offer a minimum of five key services to be eligible for funding. The maximum grant award is $7,000 for one-day Stand Down events and $10,000 for multi-day events. Notice of Intent - Incarcerated Veterans Transition Program (IVTP)
This Notice of Intent (NOI) is not a request for funding applications. Subject to the availability of funds, the United States Department of Labor (USDOL) Veterans' Employment and Training Service (VETS) intends to limit competition for five Incarcerated Veterans Transition Program (IVTP) grants of up to $300,000 each for a total of $1,500,000 to current Homeless Veterans' Reintegration (HVRP) demonstration project grantees for one year. Grantees will be required to provide the following services: Job placement matched to community employment needs and for a sustainable job; job-driven training; each client must undergo an assessment of their employability, risk for homelessness, educational needs, health needs and training needs. Upon completion of the assessment (prior to release for currently incarcerated clients), an individualize plan must be prepared that addresses the risks identified during the assessment and must address an action plan for employment that has as its goal, employment within 90 days; and service providers must have an active program of reaching into institutions to develop relationships with incarcerated veterans. Limitation on the Use of Authorized Services (Last Resort Clause): While the pilot permits the use of funds to be used to help an incarcerated veteran secure housing, funds shall not be used for this purpose if funding for the same purpose if available through any other federal source. While the pilot permits the use of funds to encourage employers to hire an incarcerated veteran (e.g. wage subsidy during training, training programs, offset salary for a short period of time), funds shall not be used for this purpose if funding for the same purpose if available through any other federal source. The purpose of this program is to provide services to reintegrate homeless veterans into the labor force by placing them into family-sustaining employment and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans. DOL defines family-sustaining employment as paid employment in line with the homeless veteran's aspirations, talents, and abilities. Ideally, the employment will provide a family sustaining wage or, in other words, at least the minimum income necessary for a worker to meet his or her basic financial needs.
