About this opportunity
The Department of Labor's Veterans Employment and Training Service (DOL/VETS) seeks applications for the Homeless Veterans' Reintegration Program (HVRP), Incarcerated Veterans' Transition Program (IVTP), and Homeless Women Veterans and Homeless Veterans with Children Reintegration Grant Program (HWVHVWC), collectively referred to as HVRP. These employment-focused grant programs support comprehensive services including job training, career counseling, job placement, case management, and supportive wraparound services for veterans experiencing or at risk of homelessness. Eligible applicants include state and local governments, nonprofits, faith-based organizations, institutions of higher education, tribal governments, workforce development boards, and other public and private entities. Applications are evaluated on six criteria totaling 100 points: Statement of Need (11 points), Expected Outputs and Outcomes (20 points), Project Design (23 points), Organizational, Administrative, and Fiscal Capacity (3 points), Past Performance (30 points), and Budget Narrative (13 points). The application deadline is March 12, 2026, at 11:59 p.m. Eastern Time, with submissions required through Grants.gov.
The funding opportunity provides approximately $23 million in total available funding to support approximately 61 awards, with individual awards ranging from $150,000 to $500,000 annually, up to $1,500,000 over a three-year period of performance from July 1, 2026, to June 30, 2029. Grant recipients must maintain physical locations within a 50-mile radius of their proposed Service Delivery Areas and implement employment-focused services within a case management framework. DOL/VETS intends to make at least one award in both the Homeless Women Veterans and Children category and the Incarcerated Veterans category if competitive applications are received.

Update #3 · Latest ·
HVRP is an employment-focused, competitive federal grant program intended to enable veterans experiencing or at risk of homelessness reach their full employment potential and obtain high-quality career outcomes. HVRP is aligned with the priorities set forth by the President's Executive Orders to deliver comprehensive employment services to eligible veterans to assist these veterans in transitioning from homelessness to stable employment and to connect them with high-paying, skilled job opportunities that will shape the workforce of the future.
To help address the number of veterans who are homeless or at risk of becoming homeless, DOL/VETS requires HVRP grant recipients to provide services tailored to each veteran's needs using a case management approach. Grant recipients must help connect veterans to supportive services available in their local communities. In addition, grant recipients must also help veterans successfully return to work by providing job training services that support their needs. This can be done by providing direct help or by creating a strong referral system that includes tools, resources, and partnerships that identify, find, prepare, and support veterans experiencing or at risk of homelessness so they can reach their full employment potential.
The HVRP website, the Prospective HVRP Applicant Resources website, the 2025 HVRP Program Guide, and Veterans' Program Letter (VPL) 06-24 HVRP Requirements and Functions provide useful information about program requirements.
