About this opportunity

The Department of Labor Veterans Employment and Training Service is forecasting a competitive grant solicitation to fund employment-focused services for veterans experiencing or at risk of homelessness, with details pending formal announcement through Grants.gov. This is a forecast-stage opportunity; a formal Funding Opportunity Announcement with a specific application deadline has not yet been released, though interested parties should register for Grants.gov updates at HVRPFOA@dol.gov.

Eligible applicants include state and local governments, county and city/township governments, tribal governments (federally recognized and Native American tribally-designated organizations), higher education institutions (public and private), 501(c)(3) and non-501(c)(3) nonprofits, for-profit organizations, small businesses, public or Indian housing authorities, special district governments, and faith-based organizations meeting eligibility criteria. Applicants must maintain a physical location in their proposed service delivery area. Eligible service territories include the 50 states, Puerto Rico, U.S. Virgin Islands, and Guam. Organizations whose federal grants were terminated before the period of performance expired are ineligible for three years following termination, unless termination resulted from unanticipated circumstances beyond reasonable control.

The program funds three service categories: traditional homeless veterans (HVRP), incarcerated veterans transitioning to employment (IVTP), and homeless women veterans and veterans with children (HWVHVWC). Grant recipients must provide case management, outreach and intake, job readiness and skills training, occupational and vocational training in high-demand sectors (healthcare, construction, IT, manufacturing, clean energy, skilled trades), job placement, and supportive services including transportation and housing referrals.

Recent awards have ranged from $12,000 to $1 million, with many three-year grants in the $240,000 to $625,000 range. The program released 92 awards in 2025 and anticipates a 90-day application review cycle. The parent program is CFDA 17.805.

Update #2 · Latest ·

HVRP is an employment-focused, competitive federal grant program intended to enable veterans experiencing or at risk of homelessness to reach their full employment potential and obtain high-quality career outcomes. HVRP is aligned with the priorities set forth by the President's Executive Orders to deliver comprehensive employment services to eligible veterans to assist these veterans in transitioning from homelessness to stable employment and to connect them with high-paying, skilled job opportunities that will shape the workforce of the future.

To help address the number of veterans who are homeless or at risk of becoming homeless, DOL/VETS requires HVRP grant recipients to provide services tailored to each veteran's needs using a case management approach. Grant recipients must help connect veterans to supportive services available in their local communities. In addition, grant recipients must also help veterans successfully return to work by providing job training services that support their needs. This can be done by providing direct help or by creating a strong referral system that includes tools, resources, and partnerships that identify, find, prepare, and support veterans experiencing or at risk of homelessness so they can reach their full employment potential.

The HVRP website, the Prospective HVRP Applicant Resources website, and Veterans' Program Letter 02-26 Homeless Veterans' Recognition Program Requirements and Functions policy provide useful information about program requirements.
