About this program

The Department of Justice Office on Violence Against Women (OVW) awards grants under CFDA 16.590 to improve criminal justice responses to domestic violence, dating violence, sexual assault, and stalking, with the most recent award issued in May 2026.

The program funds law enforcement investigations, prosecutorial capacity building, victim advocacy and support services, and coordinated multidisciplinary responses across the criminal justice system. Recent awards support hiring specialized investigators and prosecutors, developing trauma-informed protocols, implementing risk assessment tools such as lethality assessments, establishing sexual assault nurse examiner programs, co-locating victim services at family justice centers, and training personnel on strangulation investigation, protection order enforcement, and victim-centered case management. Awards also fund civil legal assistance for victims, case tracking systems, and community outreach initiatives targeting rural and underserved populations.

The program distributes predominantly Project Grants (87 percent of awards), with smaller shares of Cooperative Agreements (8 percent) and Block Grants (6 percent). OVW Office on Violence Against Women has funded 1,227 of 1,385 total awards for $765.1 million in federal dollars obligated, dominating the funding landscape; secondary funders include the Department of Justice Office of Justice Programs Office on Violence Against Women (66 awards, $54.1 million) and the Department of Justice Office of Justice Programs (72 awards, $32.2 million). Combined federal obligations total $870.4 million across the portfolio. Recent individual awards range from approximately $460,000 to $1.2 million, with three-year performance periods typical.

Grant activity remains robust. The program issued 46 awards in 2026 (through May), 8 in 2025, and 66 in 2024. The funding history extends to 1997. A fiscal year 2026 opportunity for the Grants to Improve the Criminal Justice Response (ICJR) Program closed on August 18, 2026, targeting state, local, tribal governments, courts, and certain nonprofits to strengthen criminal justice responses and improve victim safety and offender accountability. Applicants must submit through Grants.gov and the Department of Justice JustGrants system.
