About this program
The Department of Housing and Urban Development Assistant Secretary for Community Planning and Development awards Project Grants under the Continuum of Care Program (CFDA 14.267) to fund permanent supportive housing, rapid rehousing, transitional housing, supportive services, homeless management information systems, and homelessness prevention efforts for individuals and families experiencing homelessness, with the most recent grants awarded on September 1, 2026.
The program is highly active. Over the past five years, HUD has awarded approximately 6,200 to 6,400 grants annually; FY 2026 shows 3,374 awards year-to-date. The program has distributed $28.51 billion in combined federal dollars across 86,301 awards since its inception in December 2011. All awards are Project Grants. HUD is the sole funding agency under this Assistance Listing.
Recent awards span diverse geographic areas and project types. Representative awards include permanent supportive housing and rapid rehousing projects in California ($17.76 million to one recipient, $1.37 million to another, $1.46 million to a third), Iowa ($1.27 million), Illinois ($1.59 million), Texas ($2.07 million, $1.67 million), Massachusetts ($1.54 million), and smaller awards in numerous other states ranging from approximately $50 thousand to $900 thousand. Several awards target unsheltered and rural homelessness through the Special NOFO, and the Youth Homelessness Demonstration Program (YHDP) addresses youth ages 24 and younger experiencing homelessness.
Program components fund acquisition, rehabilitation, and new construction of housing structures; leasing costs; supportive services; CoC planning activities; and Unified Funding Agency administrative costs. Eligible applicants include nonprofit organizations, state and local governments, Indian Tribes, Tribally Designated Housing Entities, and public housing agencies.
Two grant opportunities are currently open or recently posted. The FY 2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO (CPD-2600-DC-0025) had a September 30, 2026 due date but is no longer in force due to a court order; HUD is unable to accept applications at this time. The CoC Builds opportunity (CPD-2600-DC-025A), posted April 27, 2026 with a July 23, 2026 due date, funds construction, acquisition, or rehabilitation of new permanent supportive housing units for individuals and families experiencing homelessness where one household member has a disability; most funding must support housing creation, with smaller allocations for supportive services and administrative costs.
