Unallowable costs include leasing, tenant-based rental assistance, Continuum of Care planning, and Unified Funding Agency costs.

Merit review evaluates applications on ten rating factors totaling 100 points, with a minimum threshold of 60 points. Evaluation criteria include unmet need, development experience, implementation schedule, sustainable operating costs, supportive services coordination, service to elderly individuals and veterans, and building safe communities. Applicants must demonstrate site control, financial feasibility, completion of environmental review, and subsidy layering review prior to grant execution. All applications must be submitted electronically through e-snaps.hud.gov and include HUD Form 2991. The anticipated award date is September 15, 2026.
