About this opportunity
The Federal Grant Opportunity for Continuum of Care Builds (CoC Builds) provides $75 million in competitive funding from the U.S. Department of Housing and Urban Development (HUD) to create new permanent supportive housing (PSH) units for individuals and families experiencing homelessness where at least one household member has a disability. The majority of the grant funding must be used for new construction, acquisition, or rehabilitation of PSH units. Eligible applicants include nonprofits, state/local governments, tribal organizations, and public housing authorities. HUD will evaluate proposals based on factors such as development experience, project management, implementation schedule, unmet housing needs, and community integration for persons with disabilities. Applications must be submitted through the e-snaps electronic system by 8:00 PM Eastern Time on June 26, 2025.
The CoC Builds grants provide maximum awards ranging from $6-14 million depending on the Continuum of Care's Pro Rata Need. Funding can cover up to 20% for other eligible CoC Program activities and 10% for administrative expenses. HUD will prioritize projects that demonstrate coordination with housing, healthcare, and social service providers, as well as those located in Opportunity Zones or states with populations under 2.5 million. The performance period for awarded grants is from October 1, 2025 to September 30, 2029.
