About this opportunity
The Department of Housing and Urban Development (HUD) is seeking applicants for the Continuum of Care Builds (CoC Builds) grant, which provides funding for construction, acquisition, or rehabilitation of new permanent supportive housing (PSH) units. The primary objective is to address and reduce homelessness by creating housing for individuals and families where at least one household member has a qualifying disability. Eligible applicants include county governments, city/township governments, public housing authorities, tribal governments, state governments, and 501(c)(3) nonprofits. Most of the requested funding must be dedicated to new construction, acquisition, or rehabilitation to create new PSH units, with up to 20% of awards allowed for other eligible CoC Program activities and up to 10% for project administration. The application deadline is September 12, 2025, at 3:00 PM Eastern Time, with an anticipated award date of September 30, 2025.
The total funding opportunity is $75 million, with HUD expecting to make approximately 8 awards ranging from $6 million to $14 million depending on the CoC's Pro Rata Need. The performance period for awarded projects will run from January 1, 2026, to December 31, 2031. Award prioritization will focus on projects serving elderly and disabled individuals, those integrated with healthcare organizations, and those demonstrating strong coordination with housing, healthcare, and social service providers. Successful applicants must maintain a drug-free workplace and ensure consistency with their local Consolidated Plan. The geographic scope is nationwide, with projects expected to be located in areas with demonstrated need for permanent supportive housing.
