About this opportunity
The Department of Defense is soliciting applications from existing APEX Accelerator recipients to continue operation of their centers through a one-year option period with a December 16, 2025 deadline, under the Procurement Technical Assistance For Business Firms program (CFDA 12.002).
Eligible applicants are limited to entities that currently operate APEX Accelerators: state governments, county governments, city/township governments, special district governments, 501(c)(3) nonprofits, public higher education institutions, and federally recognized tribal governments. This is an option-period renewal opportunity restricted to incumbents; new applicants are not eligible.
Federal funding ranges from $450,000 to $1,500,000 depending on service area coverage. Cost share is mandatory: the federal share is capped at 65% of total costs, or 85% if the service area qualifies as distressed (per capita income at or below 80% of state average, or unemployment rate 1% higher than the national average over a 24 months). Applicants must demonstrate statewide coverage by serving at least 50 percent of the state's counties and 75 percent of the state's labor force.
The period of performance is one year within the broader five-year cooperative agreement structure (base year plus four one-year option periods, concluding fiscal year 2029). Recipients must maintain a full-time Program Manager, provide free counseling and training to businesses on federal, state, and local government contracting, and operate a publicly accessible facility within their service area. Applicants must submit quarterly or semi-annual performance and financial reports using FY26 templates provided. Evaluation prioritizes past performance, followed by program execution strategy and cost reasonableness. Anticipated awards will be issued between March 31 and September 30, 2026.
Synopsis
This funding opportunity is for EXISTING APEX Accelerators to maintain an APEX Accelerator to serve as a resource for large and small businesses, including newly started businesses, to obtain procurement technical assistance. Please save the FY26 performance and financial reporting templates for future use during the period of performance, because this announcement will be archived 30 days after the closing date. No extensions to the close date will be granted.
