About this opportunity
West Jordan City is requesting Statements of Qualifications from general contractors to pre-qualify for bidding on the Zone 5 North 4.0 MG Water Storage Reservoir project, with SOQs due September 3, 2026 via the Utah Public Procurement Place website by 2:00 p.m. MDT. Only pre-qualified contractors will receive invitations to bid; this is a mandatory pre-qualification gate with no open bidding.
The project scope is construction of a fully buried circular AWWA D110 Type 1 wire-wrapped reinforced concrete water storage tank with appurtenant infrastructure including site grading, landscaping, electrical work, and site piping for inlet, gravity feed outlet, drain, and overflow systems. The site is located west of U-111 and Terraine Road on Hikers Pass Drive in West Jordan, Utah.
Minimum qualifications are strict and capability-filtering: current Utah E100 contractor's license; minimum ten years' experience in reinforced concrete water reservoir construction; at least one completed AWWA D-110 Type 1 drinking water storage reservoir of 3 MG or greater capacity within the past ten years; no unresolved contract claims; no surety-completed projects in the past five years; experience modification rate of 1.5 or better on a three-year rolling average; minimum $2 million general liability insurance; bonding capacity for 100 percent of the bid price; and designated project manager and onsite superintendent each with minimum ten years' construction experience including prior experience on similar AWWA D-110 Type 1 projects of at least 3 MG capacity.
Pre-qualification evaluation weighs previous project experience and performance at 35 points, project team personnel and qualifications at 20 points, project approach and scheduling at 20 points, financial statement information including bonding capacity and pending claims at 20 points, and general statement clarity and completeness at 5 points. West Jordan City has already advanced four contractors—ProBuild Construction, Gerber Construction, Ralph L. Wadsworth Construction, and Whitaker Construction—to the low bid process as of September 24, 2026. Bidding documents are anticipated in July 2026, with bids due in August 2026, Notice to Proceed in September 2026, and final project completion targeted for approximately November 2027.
