About this opportunity

The State of Utah Division of Purchasing, on behalf of the Utah Department of Corrections, has issued an Invitation for Bids (IFB) for the supply and delivery of decorative multi-colored xeriscape rock (pink and gray) to the Utah State Correctional Facility in Salt Lake City. The procurement seeks 1-3 inch diameter decorative rock in equal quantities of pink and gray materials to support a landscaping conversion initiative aimed at reducing water consumption across the facility grounds. All materials must be delivered to the facility located at 1480 North 8000 West, Salt Lake City, UT 84116, by June 30, 2026, with no exceptions permitted. The agency has established a fixed budget of $400,000.00 and is seeking the maximum total tonnage achievable within that budget constraint. Contract award will be determined by selecting the responsive and responsible bidder offering the lowest all-inclusive cost per ton, thereby maximizing tonnage delivery. The IFB was posted on May 21, 2026, with a bid due date of May 28, 2026, and vendors must guarantee their pricing through project completion. All deliveries must be F.O.B. Destination Freight Prepaid and Allowed, with the contractor bearing all transportation and handling costs.

The solicitation documents do not identify any specific set-aside designations or restrictions limiting response to disadvantaged enterprises or particular vendor categories, nor do they reference any incumbent vendors or current contractors. Vendors must comply with standard requirements including E-Verify employment verification, maintenance of comprehensive insurance coverage (workers' compensation, commercial general liability of $1,000,000 per occurrence/$3,000,000 aggregate, and commercial automobile liability of $1,000,000 per occurrence), adherence to anti-boycott provisions, and confirmation of compliance with forced labor prohibitions. Responses must be submitted electronically through the U3P system by the specified closing deadline, with vendors responsible for ensuring complete submission of all required documentation. The State reserves the right to conduct performance evaluations and maintains a 30-day inspection period following delivery to verify conformance with specifications. Payment shall be made within 30 days of receipt of a correct invoice. No site visits, bidder conferences, or sample submission requirements are specified in the procurement documents.
