About this opportunity

The West Tennessee River Basin Authority, in partnership with the Tennessee Department of Environment and Conservation, is issuing an Invitation to Bid (ITB #32701-13841) for urban stream restoration services on Central Creek located in Jackson, Madison County, Tennessee. This procurement seeks a one-year contract for comprehensive stream restoration and revitalization work on two sections within a 4,800 linear foot reach of Central Creek. The scope of work includes removal of concrete channel liners, restoration of in-stream habitat, restoration or enhancement of riparian buffers, construction of an 8-foot wide asphalt pedestrian trail with greenway connections (approximately 9,500 square feet), grading and earthwork involving 7,000 cubic yards of cut material and 9,900 cubic yards of borrow excavation fill, installation of temporary stream diversion systems, permanent seeding on approximately 3 acres using native seed mixtures, installation of 27 alluvial riffles and associated stream mitigation structures including 220 tons of boulder cross vanes and riprap armoring, a 13,500 square foot retaining wall, and a pedestrian bridge abutment. All work must be completed and accepted by September 4, 2026, with no extension allowed. Bidding is structured on a unit price basis with estimated quantities provided for comparison purposes only, and final payment will be determined by actual quantities completed. Bidders must submit responses electronically through the State of Tennessee's Supplier Portal at https://www.edison.tn.gov by May 4, 2026, at 2:00 PM CDT. A pre-response conference is scheduled for March 31, 2026, at 10:00 AM CT at 3628 East End Drive, Humboldt, Tennessee 38343 (attendance encouraged but not mandatory), and written questions must be submitted by April 2, 2026, at 2:00 PM CT. Contractors must provide a thorough visual examination of the site during a regularly scheduled visit, obtain a Tennessee State Contractor License with applicable classifications, provide current sales and use tax registration or exemption documentation, verify non-debarment status, certify compliance with the Iran Divestment Act, and disclose any planned subcontractors requiring prior written approval. The project is subject to federal compliance requirements including the Buy America Provision, Clean Air Act, Federal Water Pollution Control Act, Federal Funding Accountability and Transparency Act, and Contract Work Hours and Safety Standards Act. Work must comply with TDEC Aquatic Resource Alteration Permits and pending USACE Nation-Wide Permit #27 for Aquatic Habitat Restoration.

No set-aside designations for disadvantaged enterprises are specified in the procurement documents. However, all bidders must maintain comprehensive insurance coverage including workers' compensation, commercial general liability, and automobile liability insurance, and must be properly licensed under Tennessee's Contractors Licensing Act and registered with the Tennessee Department of Revenue. Contractors exceeding $25,000 in contract value must provide their Tennessee State Contractor License Number, applicable license classifications, and license expiration date. The project is funded through the American Rescue Plan Act (ARPA) Resource Protection Grant program. Bidders must submit a bid guarantee equal to five percent (5%) of the total bid price, along with performance and payment bonds each equal to one hundred percent (100%) of the maximum liability amount. The maximum liability for this project is estimated to exceed three million dollars ($3,000,000.00), indicating a significant contract value. All prices must be firm, include delivery F.O.B. destination, and exclude state taxes. The award will be made on a single contract basis to the lowest cost responsive and responsible bidder whose response meets all requirements and criteria outlined in the solicitation, with this being a one-time purchase contract with no specified renewal options. Interested bidders requiring access to complete Utility Service Request (USR) Plans, which are too voluminous to be posted in Edison, must contact Josh Polk at Joshua.Polk@tn.gov or (615) 360-4460 for electronic access.
