About this file
This memorandum is issued by the Central Procurement Office of the Tennessee Department of General Services regarding a West Tennessee River Basin Authority urban stream restoration procurement (ITB #32701-13841) for Central Creek in Jackson, Madison County. The project encompasses comprehensive stream restoration and revitalization services on a 4,800 linear foot reach of Central Creek, including removal of concrete channel liners, restoration of in-stream habitat, enhancement of riparian buffers, construction of an 8-foot wide asphalt pedestrian trail with greenway connections (approximately 9,500 square feet), installation of 27 alluvial riffles and stream mitigation structures (220 tons of boulder cross vanes and riprap), a 13,500 square foot retaining wall, and a pedestrian bridge abutment. The scope also includes grading and earthwork involving 7,000 cubic yards of cut material and 9,900 cubic yards of borrow excavation fill, and permanent seeding on approximately 3 acres using native seed mixtures. Bidders must submit responses electronically through the State of Tennessee's Supplier Portal by May 4, 2026, at 2:00 PM CDT. A pre-response conference is scheduled for March 31, 2026, at 10:00 AM CT at 3628 East End Drive, Humboldt, Tennessee 38343, with written questions due by April 2, 2026, at 2:00 PM CT. All work must be completed and accepted by September 4, 2026, with no extension allowed. The memorandum notes that the Utility Service Request (USR) Plans are too large to post within the state's Edison system and directs interested bidders to contact Josh Polk at Joshua.Polk@tn.gov or (615) 360-4460 for electronic access to the complete plans.
This is a one-year contract awarded on a firm, unit price basis with final payment determined by actual quantities completed. Bidders must submit a bid guarantee of five percent (5%) of total bid price, along with performance and payment bonds each equal to one hundred percent (100%) of the maximum liability, with maximum liability estimated to exceed three million dollars ($3,000,000.00). The project is funded through the American Rescue Plan Act (ARPA) Resource Protection Grant program. All prices must be firm, include delivery F.O.B. destination, and exclude state taxes. Contractors must obtain a Tennessee State Contractor License with applicable classifications, provide current sales and use tax registration or exemption documentation, maintain comprehensive insurance coverage including workers' compensation, commercial general liability, and automobile liability insurance, and verify non-debarment status. The award will be made to the lowest cost responsive and responsible bidder meeting all requirements. No set-aside designations for disadvantaged enterprises are specified. The project is subject to federal compliance requirements including the Buy America Provision, Clean Air Act, Federal Water Pollution Control Act, Federal Funding Accountability and Transparency Act, and Contract Work Hours and Safety Standards Act, and must comply with TDEC Aquatic Resource Alteration Permits and pending USACE Nation-Wide Permit #27.
