About this file

This is an Amendment #1 to an Invitation to Bid (ITB #32701-13841) issued by the Tennessee Department of Environment and Conservation for the West Tennessee River Basin Authority Central Creek Urban Restoration project. The amendment updates the schedule of events and provides clarifications to the original solicitation through responses to 32 questions and comments submitted by potential bidders. The project involves comprehensive stream restoration work on Central Creek in Jackson, Madison County, Tennessee, including removal of concrete channel liners, in-stream habitat restoration, riparian buffer enhancement, construction of an 8-foot wide asphalt pedestrian trail (approximately 9,500 square feet), grading and earthwork (7,000 cubic yards of cut and 9,900 cubic yards of borrow fill), installation of 27 alluvial riffles with 220 tons of boulder cross vanes and riprap, a 13,500 square foot retaining wall, and a pedestrian bridge structure. All work must be completed by September 4, 2026, with no extensions permitted. The pre-response conference was held March 31, 2026, the questions deadline was April 2, 2026 at 2:00 p.m. Central Time, and bid responses are due April 15, 2026 at 2:00 p.m. Central Time. Interested bidders must conduct visual site examinations and obtain Tennessee State Contractor Licensing.

The bidding structure is on a lump sum basis with unit prices removed from the specifications in Amendment #1. Monthly progress payments may be requested for completed work. The project's maximum liability exceeds $3,000,000, requiring a five percent bid guarantee and performance and payment bonds each equal to one hundred percent of the maximum liability. No specific set-asides for disadvantaged enterprises are designated. Key permits including TDEC Aquatic Resource Alteration Permit (NRS 25.180) and USACE Nationwide Permit #27 for Aquatic Habitat Restoration (MVM-2025-222) have been included, with the TDEC Construction General Permit anticipated prior to contract award. The amendment clarifies that bare root planting, live stake planting, and container grown plants/trees are excluded from this contract scope, and work is limited to streambank stations 27+00 through 52+80. Revised specifications documents, plan sheets, and CAD files have been added to an OnDrive link accessible through the USR Plan Request Memo. The project is funded through the American Rescue Plan Act (ARPA) Resource Protection Grant program.

Also does the square footage estimated include the entrenched area or is that the approximate area that is exposed.

The Flexamat quantity is calculated using a standard 5.5’ roll width over 1,090 linear feet of streambank. This calculation includes the entrenched area.
