About this file
This is a Project Specifications document for an urban stream restoration project issued by the West Tennessee River Basin Authority in partnership with the Tennessee Department of Environment and Conservation for Central Creek in Jackson, Madison County, Tennessee. The project encompasses stream restoration and revitalization of two sections within a 4,800 linear foot reach, involving removal of concrete channel liners, restoration of in-stream habitat, and restoration or enhancement of riparian buffers. The scope includes construction of an 8-foot wide asphalt pedestrian trail with greenway connections to local businesses and downtown areas, utilizing approximately 9,500 square feet of pedestrian trail surface. Major line items include grading and earthwork for 7,000 cubic yards of cut material, borrow excavation fill of 9,900 cubic yards, temporary stream diversion systems, permanent seeding on approximately 3 acres using native seed mixtures, installation of 27 alluvial riffles and associated stream mitigation structures including boulder cross vanes and riprap armoring totaling 220 tons, a 13,500 square foot retaining wall, and a pedestrian bridge abutment. Work must be completed and accepted by September 4, 2026, with no extension allowed. Contractor must conduct a pre-construction meeting within the required timeframe and submit a preliminary schedule within 10 days of contract execution. Allowable working hours are Monday through Saturday, 7:00 a.m. to 4:00 p.m.
Bidding is structured on a unit price basis with estimated quantities provided for comparison purposes only, with final payment determined by actual quantities completed. The project is funded through the American Rescue Plan Act (ARPA) Resource Protection Grant program. Contractors must obtain and pay for any additional lands required beyond the furnished site for temporary facilities, equipment storage, or material staging. All excess cut material is intended for onsite disposal, with any excess material requiring offsite disposal at the contractor's expense. The work requires compliance with TDEC Aquatic Resource Alteration Permits under NRS 25.180, a pending USACE Nation-Wide Permit #27 for Aquatic Habitat Restoration (MVM-2025-222), and a pending TDEC Construction General Permit. Bidders are required to conduct a thorough visual examination of the site during a regularly scheduled visit coordinated through the owner or engineer during normal working hours.

PART 1 PROJECT DESCRIPTION
1.01 The project is a stream restoration and revitalization project to enhance, restore, and stabilize two sections of a 4,800 LF reach of Central Creek by removing concrete channel liners, restoring in-stream habitat, and restoring/enhancing riparian buffers, directly addressing a source of impairment. Segments of the restored riparian corridor will include a walkway that will establish a greenway trail connection to local businesses and the downtown area; portions of the greenway trail that do not follow the Central Creek riparian corridor will use existing and/or proposed sidewalks to connect the riparian segments of the greenway trail. It is an American Rescue Plan Act (ARPA) American Rescue Plan (ARP) Resource Protection Grant funded project.
