About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for laundry and linen services at Western State Hospital (WSH), a 175-bed acute care psychiatric facility, and Western State Nursing Facility (WSNF), a 144-bed long-term care facility, both in Hopkinsville, Kentucky, with bids due September 4, 2026 at 1:30 p.m. EST. A reciprocal preference for Kentucky resident bidders applies under KRS 45A.490-494, and qualified bidder preferences of 15–20 percent may apply.

The scope includes pickup and delivery of soiled and clean linens three days per week (Monday, Wednesday, Friday) between 6:00 a.m. and 8:00 a.m. EST, provision of carts, laundry bags, stands, and liners, initial and emergency inventory, and monthly management reports. Estimated weekly usage spans ten line items: 510 fitted sheets, 775 flat sheets, 800 geri pads, 575 pillowcases, 3,300 bath towels, 6,100 washcloths, 525 adult bibs, 775 thermal blankets, 500 patient gowns, and 65 patient IV gowns. The contractor must maintain seven to nine days of par linen on site plus emergency supply for up to two days. Soiled linen is picked up from two separate buildings; a lift gate is required as no loading dock is available. All costs must be inclusive in unit pricing with no reimbursable expenses.

The contract is for one year from award with optional renewal for four additional two-year periods, with expected start date October 15, 2026. Award uses best value ranking: 95 points for price (lowest bidder receives maximum) and 5 points for laundry and linen service experience, measured in years of operation with documentation required at bid submission. No subcontractors are permitted; the prime contractor must perform all work directly. A full-time authorized service representative must be designated, though location outside Hopkinsville is acceptable if the representative is dedicated to the account and can fulfill all obligations.

The contractor must maintain Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, plus Automobile Liability Insurance of $1 million combined single limit. Price increases are prohibited during the first 12 months; thereafter, increases require written justification based on industry-wide changes. Proposed pricing must remain valid for 60 calendar days after bid due date. The Commonwealth may cancel the contract with 30 days' written notice. Compliance with Centers for Medicare and Medicaid Services, The Joint Commission, and sanitary standards verified by independent laboratory culture reports is mandatory. Bid submission is electronic through the Commonwealth eProcurement system, and vendors must bid all line items to be responsive.
