About this opportunity
The Washington State Department of Transportation, on behalf of the Washington State Ferries, is requesting proposals for occupational medical surveillance services with proposals due October 9, 2026 and a pre-bid conference scheduled for August 31, 2026 at 11:30 a.m. Pacific Time via Microsoft Teams.
All medical examinations and evaluations must be performed by or under the supervision of a licensed physician board-certified in occupational medicine — the central capability filter. Services include baseline, periodic, follow-up, and exit medical examinations for four personnel categories (Shipyard Workers, Engine Crew, Deck Crew, and Asbestos Team members) aligned with Washington State regulatory requirements and HIPAA compliance. The contractor must conduct examinations across 14 Washington locations (Anacortes, Bainbridge Island, Bremerton, Clinton, Coupeville, Edmonds, Kingston, Mukilteo, Port Orchard, Port Townsend, San Juan Islands, Seattle, Tacoma, and Vashion Island) with flexible scheduling during the work week. Examinations must be issued with at least 90 days' advance notice and results delivered within 60 days, with full medical record management and employee access within 15 calendar days per Washington Administrative Code Chapter 296-802. The contractor must provide 24/7 technical support and track overdue examinations with notifications to employees, supervisors, and the WSF Safety Office.
The contract term is two years with WSDOT retaining an option to extend for up to five additional one-year terms. Evaluation uses cost-based scoring: pricing accounts for 40 percent of the total score, with the lowest bid receiving maximum points; non-cost factors assessing capability to exceed minimum performance specifications account for 60 percent. A voluntary Subcontractor Inclusion Plan is available for bidders utilizing subcontractors; participation goals are voluntary and zero participation will not render a bid non-responsive or result in preference or penalty during evaluation. Questions are due September 7, 2026, with answers provided by September 14. Bidder references are due October 7, 2026. The Apparent Successful Bidder will be announced October 20, 2026, with contract award anticipated by November 30, 2026.
