About this opportunity
Washington State Department of Labor & Industries (L&I) is soliciting proposals under RFP K6091 for biostatistical support to its SHARP research program, with written questions due December 15, 2026 and bids due December 21, 2026 at 5:00 p.m. Pacific Standard Time. Per DES Policy 090-06, solicitations with initial values of $150,000 or less are awarded to the highest-ranked responsive and responsible small or veteran-owned bidder unless no such bid is submitted. Bids exceeding $20,000 per year are deemed non-responsive.
The contractor will consult on epidemiological study design, biostatistical analysis, and statistical software coding for existing research projects, and provide summaries of best approaches and coding examples. Work is awarded project by project as needed, and the contractor develops a work plan for each with scope, staff roles, task lists, dates, and allocated hours. Deliverables include written and oral reports, status reports for projects exceeding $50,000, and final presentations to L&I management and stakeholders. Minimum qualifications include five years of biostatistical analysis of epidemiological and occupational safety studies, design and analysis of case-control, cohort, and intervention studies, weighted sample survey analysis, and health surveillance systems. Candidates must hold a PhD in Statistics or Biostatistics, demonstrate a strong publication record, and have knowledge of SAS, SPSS, STATA, R, and Python, with machine learning experience. Staff must complete WSIRB Protection of Human Subjects training within the first month. Contract work involving protected health information requires encryption, secure transmission, and certified data disposition at completion. Required insurance is commercial general liability and professional liability/errors and omissions, each at $1,000,000 per occurrence.
Bidders submit a flat fee not to exceed $20,000 per fiscal year, with biostatistical analysis billed hourly as agreed in the contract. The contract template sets maximum compensation at $10,000, which may be revised to $20,000 based on hourly rates for specific deliverables. The contract does not guarantee minimum volume, and funding is contingent on availability. The RFP tentatively schedules the start for January 15, 2027, while the contract template runs January 1, 2027 through December 31, 2030, with L&I holding options to extend for up to two additional three-year periods.
Evaluation weights are Methodology & Approach at 35 percent, Qualifications & Experience at 30 percent, Cost at 20 percent, Executive Order 18-03 Certification at 5 percent, and Washington Veteran-Owned and/or Small Business status at 10-20 percent. L&I reserves the right to reject any or all proposals and is not limited to the lowest-cost bid. Submissions require references from projects within the most recent three years, two sample work products, resumes for primary team members, and a signed certification under penalty of perjury. Bids must be submitted electronically in Microsoft Word and Excel format to the Solicitation Coordinator, and the firm offer remains valid for 180 days. No pre-proposal bidders' conference is scheduled, and the final Q&A document will be posted by December 16, 2026.
