About this file
This is a Subcontractor Inclusion Plan exhibit for the Washington State Department of Transportation (WSDOT) competitive solicitation No. 2026-0825 for WSF-Medical Surveillance. The document serves as a template for bidders who intend to utilize subcontractors to perform contract work if awarded. Bidders must complete Section 1 of the plan if they plan to use subcontractors; this section requires identification of anticipated subcontractor participation percentages by business category, names of intended subcontractors as listed in Washington's Electronic Business Solution (WEBS), and Federal Tax Identification Numbers. Bidders must also describe their outreach strategy, including efforts to engage small and veteran-owned businesses, education and mentorship opportunities, and process changes designed to increase participation by certified small and veteran businesses registered in WEBS. The completed plan must be returned to the Procurement Coordinator at acoacquisitionsubmittal@wsdot.wa.gov and tariq.ohab@wsdot.wa.gov.
The subcontractor participation goals are voluntary, and bidders will not be considered non-responsive if they propose zero small or veteran business participation. No preference will be awarded during bid evaluation based on the Subcontractor Inclusion Plan, and no minimum level of small or veteran business participation is required as a condition for contract award. WSDOT defines eligible subcontractor categories as Certified Veteran-Owned Businesses (certified by the Washington State Department of Veterans Affairs with 51% veteran ownership and Washington incorporation), Washington Small Businesses (self-certified with principal office in Washington, fifty or fewer employees or gross revenue below $7,000,000 annually, and WEBS certification), and Other Subcontractors. If awarded, bidders utilizing subcontractors will be required to meet annually with WSDOT to report performance and progress toward achieving the small and veteran business inclusion goals specified in their plan, which will be incorporated into the resulting contract.
