About this opportunity

The Washington State Department of Transportation (WSDOT) Southwest Region Headquarters is seeking a comprehensive HVAC controls upgrade project involving the installation of a new Direct Digital Controls (DDC) system. The procurement specifically requires contractors to implement a Distech DDC system with a unique phased replacement strategy that mandates maintaining full operational continuity during the transition. Key project deliverables include constructing new control panels in advance, programming these panels, and systematically integrating equipment into the new system while ensuring existing infrastructure remains fully operational until scheduled decommissioning. The contract opportunity covers multiple jurisdictions including Clark County, Clarkston City, Clarkston Heights-Vineland CDP, and West Clarkston-Highland CDP. The solicitation was posted on October 21, 2025, with proposals due by November 24, 2025. Potential bidders must demonstrate technical expertise in HVAC control systems, specifically experience with Distech DDC technology and complex infrastructure replacement projects that minimize operational disruptions.

No specific set-aside designations or disadvantaged enterprise requirements were explicitly outlined in the provided documentation. The project appears to be open to qualified HVAC systems integrators with specialized experience in complex control system upgrades. While specific budget ranges were not disclosed, the technical complexity of the project suggests a significant investment in modernizing the WSDOT Southwest Region Headquarters' HVAC infrastructure. The existing infrastructure will require careful integration with the new Distech DDC system, indicating a need for vendors with advanced technical capabilities and precise implementation strategies. Contractors will need to demonstrate the ability to build and program new control panels in advance, execute a phased equipment cutover, and maintain uninterrupted operational capabilities throughout the system replacement process. The project represents a sophisticated technological upgrade aimed at improving the efficiency and performance of the WSDOT Southwest Region Headquarters' environmental control systems.
