About this opportunity

The Florida Department of Transportation, State Materials Office, is conducting a single source procurement for the resurfacing of the Inertial Profiler Certification Track located at Williston Airport in Levy County, Florida. The scope of work encompasses the removal and replacement of deteriorated asphalt pavement surfaces, specifically including open-graded friction course (FC-5) and dense-graded friction course (FC-12.5) materials from the Certification Sections, Lead-in Section, and cul-de-sac areas. The resurfacing work will utilize FC-5 and FC-12.5 materials in the Certification Sections and FC-12.5 in the Lead-out Section and cul-de-sac, with an additional requirement to extend the Lead-out Section to connect with an existing taxiway. The project must be completed within a two-month timeline and is designed to address pavement deterioration while maintaining material consistency and historical certification baselines required for AASHTO R56 compliance for inertial profiler certification. The deadline for prospective vendors to submit information regarding their ability to supply the requested services is 5:00 p.m. EST on Monday, April 27, 2026, with submissions directed to Sherill Johnson at the FDOT State Materials Office, 605 Suwannee Street, MS 20, Tallahassee, Florida 32399-0450, via telephone at 850.414.4381 or email at sherill.johnson@dot.state.fl.us.

V. E. Whitehurst & Sons, Inc. has been identified as the intended single source vendor for this procurement, with the justification based on the company's status as the original contractor for the test track and its exclusive possession of proprietary asphalt mix designs that are not transferable to other contractors. The single source designation is permitted under Florida Statutes § 120.57(3), which authorizes such procurement when commodities or contractual services are available only from a single source, a determination the Department will make after reviewing any information submitted by prospective vendors by the April 27, 2026 deadline. No set-aside designations or restrictions on organization types are mentioned in the procurement documents, and no disadvantaged enterprise requirements are specified. The estimated contract value for this project is $211,700.00, representing the total anticipated expenditure for the complete resurfacing and extension work at the Williston facility. The Department will post its final determination regarding the single source purchase decision on the Vendor Information Portal in accordance with the procedures outlined in Florida law.
