About this file

This is a Description of Intended Single Source Purchase (PUR 7776) submitted by the Florida Department of Transportation (FDOT), State Materials Office. The procurement involves resurfacing of the Inertial Profiler Certification Track located at Williston Airport in Levy County, Florida. The project is necessary to address deterioration of existing pavement surfaces consisting of open-graded friction course (FC-5) and dense-graded friction course (FC-12.5) materials. The scope of work includes removal of existing surfaces from the Certification Sections, Lead-in Section, and cul-de-sac, followed by resurfacing with FC-5 and FC-12.5 materials in the Certification Sections, and FC-12.5 in the Lead-out Section and cul-de-sac. Additionally, the Lead-out Section will be extended to connect with an existing taxiway. The project term is two months. The notice was posted on April 6, 2026, with a deadline for prospective vendors to submit information regarding their ability to supply the requested commodities and services by 5:00 p.m. EST on Monday, April 27, 2026.

The estimated contract value is $211,700.00. V. E. Whitehurst & Sons, Inc. is identified as the intended single source vendor. The justification for single source acquisition is based on V. E. Whitehurst & Sons, Inc. being the original contractor for the test track and possessing proprietary asphalt mix designs that are not transferable to other contractors. The use of proprietary designs ensures material consistency and preserves the integrity of historical certification baselines required for compliance with AASHTO R56 requirements for inertial profiler certification. The contact for this procurement is Sherill Johnson at the FDOT, located at 605 Suwannee Street, MS 20, Tallahassee, Florida 32399-0450, telephone 850.414.4381, email sherill.johnson@dot.state.fl.us.

Requestor (division, bureau, office, individual, as appropriate): Melanie Sowers, State Mateials Office

Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The State Materials Office (SMO) has developed a resurfacing plan for the Inertial Profiler Certification Track located at Williston Airport in Williston, Florida. This project is necessary due to the deterioration of the existing pavement surfaces, which consists of an open-graded friction course (FC-5) and a dense-graded friction course (FC-12.5). The current condition of the track has reduced the ability to achieve consistent and repeatable measurements, thereby impacting the reliability of inertial profiler certification.

To restore the integrity of the certification process and ensure compliance with AASHTO R56 requirements for inertial profiler certification, the existing FC-5 and FC-12.5 surfaces will be removed from the Certification Sections, Lead-in Section, and cul-de-sac. The Certification Sections will be resurfaced with both FC-5 and FC-12.5 to maintain continuity with established testing conditions. To improve durability and reduce long-term maintenance needs, the Lead-out Section and cul-de-sac will be resurfaced with FC-12.5. Additionally, the Lead-out Section will be extended to connect with an existing taxiway to enhance operational efficiency and provide a more consistent approach for testing.

Intended source (vendor, contractor): V. E. Whitehurst & Sons, Inc.

Estimated Dollar Amount: $211,700.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): V.E. Whitehurst & Sons, Inc. is the original contractor for the test track. The asphalt mix designs used are proprietary to V. E. Whitehurst and are not transferable; thereby, ensuring material consistency and preserving the integrity of historical certification baselines.
