About this opportunity
The Colorado Department of Corrections is requesting quotes for 50,000 yards of white bed sheeting fabric for Colorado Correctional Industries under Documented Quote DQ 2027000074, with quotes due August 31, 2026 at 4:00 PM MST and a Notice of Intent to Award estimated for September 1, 2026. This is a one-time purchase with no renewal options; all pricing must include shipping and remain firm throughout the contract term.
The fabric must be first-quality white goods, 66 inches wide (or 60 inches as an acceptable alternative) with finished edges, T-130 minimum thread count, 3.5 to 4.0 ounces per square yard weight, and a 50% polyester / 50% cotton blend composition. Delivery occurs in two tranches: 25,000 yards within 42 days of award (domestic inventory or five-day delivery preferred), and 25,000 yards 60 days after initial delivery, supplied in rolls of 200–250 yards with up to two industry-standard splices per roll. All deliveries must be scheduled in advance and received Monday through Thursday between 7:00 a.m. and 1:30 p.m. at Limon Correctional Facility, 49030 State Highway 71, Limon, Colorado 80826. Fabric samples of at least one-half yard must be submitted prior to solicitation closing; bidders failing to provide compliant samples are disqualified. Failure to meet delivery timelines on three occasions may result in vendor disqualification from future CDOC solicitations for up to three years or indefinitely.
Bidders must register with Colorado Vendor Self Service and CORE, provide proof of Good Standing with the Colorado Secretary of State, submit a W-9, and complete all exhibits including Statements of Work, Required Vendor Information, Price Quote, Contract Performance Outside US/Colorado disclosure, and Non-Conflict of Interest certification. Price and cost are the primary award factors; sample quality and lead time are secondary considerations. Award will be made to the responsible bidder whose acceptable quote is most advantageous to the CDOC. Prior to Purchase Order execution, awarded contractors must provide an insurance certificate documenting commercial general liability ($1,000,000 minimum), workers' compensation, and automobile liability coverage ($1,000,000 each), and consent to enhanced criminal background investigation, fingerprinting, and drug testing for facility access. All delivery drivers must pass background checks. Questions were due August 25, 2026; the written inquiries response confirms the buyer's flexibility on fabric width and strong preference for vendors with domestic inventory to meet the aggressive initial delivery window.
