About this file
This document is a Written Inquiries and Answers response for Colorado's white bed sheeting procurement (DQ 27-0074) managed by the Colorado Correctional Industries (CCi). The solicitation requires the supply of white bed sheeting fabric to be used in the production of offender boxer shorts, with an initial shipment of 25,000 yards required within 42 days of bid award and a second shipment of 25,000 yards due 60 days after the first delivery. The fabric must be supplied in rolls of 200–250 yards each, with specifications allowing for up to two splices per roll using industry-standard splice practices. While the specification originally called for 66-inch sheeting, the buyer indicated flexibility to accept 60-inch broadcloth rolls as an alternative option to broaden vendor participation, provided that the product meets the end-use requirements for offender clothing production.
The delivery timeline is a fixed requirement and is not subject to negotiation, as the contracting agency prefers vendors with domestic availability or inventory to meet the aggressive schedule. The buyer acknowledged that while the fabric is typically manufactured and imported internationally, some domestic vendors maintain stock and have demonstrated the ability to deliver the initial 25,000 yards within five days of award. No pricing information, set-asides, incumbency status, or contract term details are specified in this inquiries and answers document.

DQ 2027000074 White Bed Sheeting – CCi
Written Inquiries and Answers
1. The DQ specifies that the initial 25,000-yard shipment must arrive within 42 days of bid award, with the remaining 25,000 yards shipped 60 days after that. Given that this fabric is manufactured and imported internationally, is this delivery schedule a fixed requirement, or is there flexibility to propose an extended timeline in our quote? If an extension is possible, please advise the maximum acceptable delivery timeline for both the initial and final shipments.
Answer: Although the product is usually produced internationally it is a common enough product that some vendors keep it in stock domestically. We would prefer not to offer any leeway in the delivery times. The honest vendors that bid based on some domestic availability will be able to ship the first 25,000 within 5 days.
If you would like to possibly broaden the bidding opportunities to encompass more vendors, we could also make 60” rolls (broadcloth) an option. As the product is being used to produce offender boxer shorts the 66”(sheeting) requirement is not absolutely necessary.
2. The DQ specifies that fabric rolls must be 200-250 yards each. Does this requirement mean each roll must be a single continuous, unspliced length of fabric, or are splices/joints within a roll acceptable (e.g., flagged industry-standard splice practice)?
Answer: Slices are OK but no more than 2 splices per roll.
