About this file

This is a Statement of Work and Specifications document issued by the Colorado Department of Corrections (CDOC) on behalf of Colorado Correctional Industries (CCI) for a competitive solicitation (DQ 2027000074) to procure white bed sheeting fabric. CDOC is seeking qualified bidders to supply 50,000 yards of white bed sheeting fabric, 66 inches wide with finished edges, to be used in the production of boxer shorts for offenders at the Limon Correctional Facility garment factory. The fabric must be first-quality goods with a minimum thread count of T-130 and a weight construction of 3.5 to 4.0 ounces per square yard, composed of a 50% polyester and 50% cotton blend. Delivery is structured in two shipments: an initial 25,000 yards must arrive within 42 days of bid award, with the remaining 25,000 yards due 60 days after initial delivery. All deliveries must be scheduled in advance and received Monday through Thursday between 7:00 am and 1:30 pm. Bidders are required to submit fabric samples of at least one-half yard in length prior to the solicitation closing date to the Limon Correctional Facility Garment Factory. Any bidder failing to provide a compliant sample will be disqualified. Failure to meet delivery timelines on three separate occasions may result in vendor disqualification from future CDOC solicitations for up to three years or indefinitely.

All pricing must be inclusive of shipping costs, with no additional surcharges or taxes to be paid by CDOC, and all quoted prices must remain firm throughout the contract term. Bidders must meet specific requirements including Colorado Secretary of State registration, payment of all applicable state taxes, and compliance with accessibility requirements. Deliveries are restricted to the high-security Limon Correctional Facility, and all delivery drivers must pass background checks, with bidders responsible for ensuring no contraband accompanies shipments. Bidders are required to disclose any services performed outside Colorado or the United States and must complete all exhibits A through G as part of their proposal submission. The solicitation includes provisions for Service-Disabled Veteran Owned Small Businesses (SDVOSB) certification and requires disclosure of any prior contract defaults, terminations for cause, or litigation against the State of Colorado within the past five years.
