About this opportunity
The City of West Jordan is requesting proposals from qualified planning and consulting firms to conduct a comprehensive Land Use Study for the Civic Campus and surrounding area, with proposals due July 16, 2026 by 2:00 p.m. Mountain Time and questions due July 9 at 10:00 a.m. MST.
The scope encompasses existing-conditions analysis, redevelopment-opportunity identification, market-readiness assessment, alternative land-use scenario development, and a preferred land-use framework with implementation strategies for the project area bounded by 7800 South to Bingham Creek and Sugar Factory Road and 2200 West to the west side of Redwood Road. The study will address road-layout modifications, property reorientation toward Veterans Park, shopping-center reimagining, parking-garage utilization, place-making and vibrancy, tax-base improvement, and development-financing perspectives in support of the City's General Plan implementation. The project kickoff is scheduled for August 17, 2026, with final recommendations due by January 2027 and a City Council presentation in February 2027.
The RFP does not specify a total contract value or pricing structure; selected finalists must submit fixed-cost study summaries during Stage 2 oral presentations. The evaluation process uses a two-stage approach: Stage 1 scores proposals on experience with land-use and planning studies (30 points), demonstrated project understanding (30 points), project schedule (10 points), and relevant projects and references (30 points). Up to three highest-scoring consultants advance to Stage 2 for in-person oral presentations, with all presentation costs borne by the consultant.
Selected consultants must maintain General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), Workers' Compensation, and Professional Liability ($1 million per claim / $2 million aggregate) insurance. The contract term extends through final acceptance in February 2027 and may be terminated by either party with 30 days' written notice. Proposals are submitted electronically through the Utah Public Procurement Place.
