About this opportunity

The City of Ocala, located in Marion County, Florida, is soliciting bids for ITB #ENG/250268, a water well drilling project at Water Treatment Plant #2. The project involves drilling two Upper Floridan Aquifer (UFA) Wells (#11 and #12) at 3744 S Pine Avenue, with comprehensive requirements for materials, labor, and equipment. Contractors must be State of Florida licensed water well contractors with a minimum of 5 years of experience, with work performed under direct supervision of a driller having at least five years of similar experience. The scope includes drilling, casing installation, concrete pouring, and testing, with an alternate pricing option for abandoning eight monitoring wells and modifying existing Well #7. A non-mandatory pre-bid meeting was held on February 12, 2025, at 10:00 AM EST, and bids are to be submitted with a comprehensive Exhibit F - Price Proposal. The City will award the contract to the lowest bidder meeting all requirements, with a 10% bid bond required and prices to be honored for 90 days after award. The project has a construction timeline of 180 calendar days from the Notice to Proceed, with specific requirements for emergency work and project completion.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The project is funded through a cost-share agreement with the St. Johns River Water Management District, which provides 50% of the total construction cost, not to exceed $1,102,850, through the Florida Department of Environmental Protection's Florida Springs Grant Program. While no incumbent vendors are specifically identified, the project is part of a larger initiative to convert the City of Ocala's water supply source from the Upper Floridan to the Lower Floridan Aquifer, with a secondary benefit of 3.5 Million Gallons per Day for Silver Springs. The contractor must provide a three-year material and labor warranty and maintain insurance coverage, including $1,000,000 per occurrence Commercial General Liability and $1,000,000 Commercial Automotive Liability. The project requires various permits, including a well construction permit from the Marion County Health Department, and must adhere to Florida Department of Environmental Protection and American Water Works Association standards. The total project funding appears to be approximately $2,205,700, with the City of Ocala responsible for project design, permitting, construction, and compliance with all relevant regulations.
