About this opportunity

Boulder County Parks and Open Space (BCPOS) Noxious Weed Department is soliciting proposals through a Request for Proposal (RFP-288-26) for a goat browsing pilot program to evaluate the effectiveness of goat browsing for general noxious weed control, wildfire fuel mitigation, and revegetation/restoration area management across approximately 89.4 acres of county-owned properties. The procurement encompasses seven distinct sites including Erin Arsenault (22 acres), AHI (30.4 acres), Keyes (7.7 acres), Harney Lastoka/Mayhoffer (13 acres), Mayhoffer Ditch (0.5 acres), Monarch (13.5 acres), and Twin Lakes (2.5 acres), with some areas requiring two browsing cycles during the growing season and work occurring within irrigation ditch corridors. The selected vendor must provide all equipment, fencing, water supply, animal management, signage, permits, and licenses necessary to execute the work, maintain a minimum 4-inch stubble height on desirable vegetation, ensure goats browse a minimum of 8 hours per day, provide daily operational data including browsing dates and animal counts, and complete all activities within a maximum 100-day contract duration with work concluding by October 31, 2026. The county will supply aerial maps, identify restoration sites, assist with staging and water sourcing, and provide native seed for broadcast application. Proposals are evaluated on a 100-point scoring matrix based on proposal information (20 points), ability to provide quality and timely services (20 points), vendor qualifications and experience (20 points), total cost/pricing (20 points), project completion timeline (15 points), and other relevant factors (5 points). A mandatory pre-proposal meeting and site visit is scheduled for Monday, May 18, 2026, at 8:30 a.m. at BCPOS Building, 5201 St Vrain Road, Building 1, Longmont, Colorado 80503, with proposals due May 28, 2026; vendors not represented at the mandatory meeting will not have their proposals accepted.

No specific set-aside designations for disadvantaged enterprises or business type restrictions are identified in the procurement documents. The contractor must execute a Contract for Services, obtain a Notice to Proceed, provide a W-9 form dated within the past 12 months, and furnish proof of authorization to conduct business in Colorado through a current Certificate of Good Standing prior to commencing work. Insurance requirements mandate Commercial General Liability coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Workers' Compensation coverage at statutory limits, and Employer's Liability coverage of $100,000 per accident, with Boulder County named as an additional insured. The contractor must submit pricing proposals using the designated pricing tab, identifying rates calculated either per acre or per day for goat browsing for noxious weed control, separately itemizing staging fees and other associated costs. Compensation will be provided through two lump sum payments—one for fire mitigation browsing and one for general noxious weed and restoration browsing—upon project completion and site inspection approval by the county; no specific budget range or award value is disclosed in the procurement documents.
