About this file

This RFP specifications document outlines requirements for a goat browsing pilot program administered by Boulder County Parks and Open Space (BCPOS) Noxious Weed Department to manage vegetation across approximately 100 acres. The project encompasses three primary objectives: restoration and revegetation weed control at Keyes and Monarch sites, general noxious weed control at AHI and Harney Lastoka/Mayhoffer properties, and wildland fire mitigation browsing in irrigation ditch corridors and other designated areas including Erin Arsenault, Mayhoffer Ditch/ViaAppia Way, AHI (1 acre), and Twin Lakes. General weed control and restoration sites require two browsing sessions (June through September 2025, with a second session in July or August 2026), while fire mitigation areas typically require one browsing session in mid to late August or September, with the exception of the Erin Arsenault area which follows the two-session schedule. The total contract duration shall not exceed 100 calendar days from execution of the notice to proceed, with all browsing operations to conclude by October 31, 2026. The contractor must provide daily operational data including browsing dates, property names, animal counts, and hours spent per site, with all reports due within one week of completion.

The contractor bears full responsibility for all equipment, fencing, water supply, animal management, signage, permits, licenses, and utility coordination required to execute the work. Key operational requirements include maintaining a minimum 4-inch stubble height on desirable vegetation, preventing damage to native woody plants, protecting invasive species for intentional browsing, ensuring goats browse a minimum of 8 hours per day, posting electric fence warning signage, communicating daily with designated BCPOS staff, providing exact browsing dates at least one week in advance, and obtaining all necessary state and county permits and licenses. The contractor is liable for any property damage caused by browsing activities and must coordinate with irrigation ditch companies regarding emergency access. Boulder County will supply aerial maps, identify restoration sites and second browsing session locations, assist with staging and water sourcing, provide native seed for broadcast application, and communicate with agricultural tenants. No overnight camping is permitted on project sites.
