The contractor must furnish all labor, materials, equipment, and temporary facilities; provide detailed documentation to support grant reimbursement; submit PE-certified as-built drawings upon completion; and maintain daily time records, equipment operating logs, and weekly progress reports. Equipment idle time is not reimbursable. Pricing is on a not-to-exceed basis with unit-cost pricing for most tasks (cubic yards, linear feet, mileage) except record drawings (lump sum).

Contractors must demonstrate three consecutive years in business under the current company name with no arrears or defaults to the City, hold Florida business qualification, and comply with federal requirements including 2 CFR Parts 25, 170, 175, 180, 182–184, 200, 400, 417–418, 421–422, OSHA regulations, and the Contract Work Hours and Safety Standards Act. All work must be authorized by Notice to Proceed and Purchase Order, with payment issued within forty-five calendar days of acceptable invoice. The City Project Manager is Derek Spoerl (dspoer@fortmyers.gov, 239-321-7630). Questions are due August 6, 2026 at 2:00 PM. The Selection Committee meeting is scheduled for September 1, 2026; potential presentations may occur September 21, 2026.
