About this file

This is a Solicitation Checklist Summary document used by the City of Fort Myers, Florida to manage the procurement process for state and local contracts funded through grants. The document outlines comprehensive procedural requirements for both Invitation to Bid (ITB) and Request for Proposal/Request for Qualifications (RFP/RSQ) procurement types. The specific contract opportunity addressed is for Waterway Debris Collection and Removal services under an NRCS Emergency Watershed Protection Grant, which requires the City to solicit qualified respondents to provide labor, materials, collection, storage, processing, site management, disposal, and recycling of debris from waterways within city limits. The checklist identifies critical milestones including intake request receipt, grant agreement review, Independent Cost Estimate (ICE) preparation, solicitation creation in OpenGov, pre-submittal meetings with project managers, pre-bid conferences, question deadlines, solicitation openings, and selection committee meetings. The process requires calendar invitations to be sent to project managers and public notices to designated city staff, with mandatory pre-submittal meetings to be recorded and posted, along with site visits if applicable.

The procurement process mandates that all grant-funded solicitations comply with federal funding requirements and include minority business enterprise (MBE) outreach through searches of Florida's vendor marketplace with separate searches for veteran, women, and minority designations. Internal approvals must be obtained from procurement, department management, department directors, risk management, legal counsel, and grants managers before sending solicitations to the grant source for approval and concurrent authorization. The checklist requires SAM.gov and state suspended vendor list checks for all responsive proposals, cost/price analysis documentation, and creation of notices of intent to award. Responses must be evaluated through a selection committee process with documented scoring and recommendations, followed by contract creation and grant source approval before execution. Upon completion, executed contracts must be posted in OpenGov contract management, copies provided to the grant source and contractor, and proof of Notice to Proceed obtained from the department.
