About this opportunity
Palm Beach County, Florida issued a Request for Quotation (RFQ) for the purchase and delivery of waterproof coating on a term contract basis, with responses due by 4:00 p.m. on April 25, 2019. The procurement specifies the purchase of water-based, high-build, 100% acrylic waterproof coating manufactured exclusively by BASF under the product name MasterProtect HB 400DOT with no substitutes permitted. The County requires 115 pails of Parchment color (#9119-P) with fine texture, 115 pails of French Vanilla color (#9218-M) with fine texture, and 50 pails of Early Dawn color (#9276-M) with fine texture, all in 5-gallon pails. Pricing must be submitted as single, fixed unit prices within two decimal points for each item, and the award will be made on an all-or-none basis to the lowest responsive, responsible bidder, with failure to bid on any item resulting in rejection of the entire response. The successful bidder will be awarded a 12-month term contract with the option to renew for four additional 12-month periods, subject to mutual written agreement and appropriation of funds. Delivery must occur within 14 calendar days of receipt of a delivery order unless otherwise approved in writing, with the F.O.B. point at destination and the successful bidder assuming all transportation charges, responsibility, and risk in transit.
A 5% local preference may apply to quoters with a permanent place of business in Palm Beach County or the Glades, contingent upon submission of a valid Business Tax Receipt and completed Certification of Business Location. The County's Equal Business Opportunity (EBO) Program requires documented Small, Minority, and Women-Owned Business Enterprise (S/M/WBE) participation if applicable. All vendors must be registered in the County's Vendor Self Service (VSS) system, and all subcontractors must also be registered in this system. Additional compliance requirements include drug-free workplace certification, commercial non-discrimination certification, and criminal history records checks for certain personnel. The County is exempt from Federal and State taxes, and payment will be rendered only upon satisfaction and acceptance of delivered items. No specific budget range or award value is disclosed in the procurement document.
