About this opportunity

The Palm Beach County Board of County Commissioners Purchasing Department has issued a Request for Quotation (RFQ) for the purchase and delivery of waterproof coating materials under a term contract. The procurement seeks to acquire water-based, high-build, 100% acrylic waterproof coating manufactured exclusively by BASF, specifically the MasterProtect HB 400DOT product with no substitutes permitted. Three items are specified, each consisting of 5-gallon pails in different colors: Parchment #9119-P (115 pails estimated for 12 months), French Vanilla #9218-M (115 pails estimated for 12 months), and Early Dawn #9276-M (50 pails estimated for 12 months), all meeting FDOT specifications for new construction. Quotations must be submitted by 4:00 p.m. Palm Beach County local time on February 4, 2019, via fax or email, and delivery is required within fourteen calendar days of receiving a term contract delivery order. The initial contract term is twelve months or until the estimated amount is expended at the County's discretion, with an option to renew for four additional twelve-month periods under mutual written agreement. Awards will be made on an all-or-none basis to the lowest responsive and responsible bidder; bidders must submit pricing for all three items to be considered, and unit prices must remain firm for ninety days from the opening date and for all initial and renewal terms.

Palm Beach County offers a 5% local preference to quoters with a permanent place of business in Palm Beach County or the Glades, provided they are within 10% of the lowest bid, as well as a 5% preference to small business enterprises certified with Palm Beach County if within 10% of the lowest responsive and responsible vendor. A drug-free workplace certification is required for tie-breaking purposes, and vendors must maintain all applicable business licenses, certifications, and permits throughout the contract term. Pricing must include all supervision, labor, equipment, materials, transportation, freight, shipping, and handling fees with no additional compensation offered, and the County reserves the right to increase or decrease total quantities as necessary with no minimum order requirements imposed. The County is exempt from federal and state taxes, and payment will be rendered only upon acceptance of delivered items meeting specifications. No incumbent vendors or budget values are specified in the RFQ documentation.
