About this opportunity

The Nevada State Purchasing Division, on behalf of the Department of Human Services, Division of Child and Family Services, is requesting proposals for water well repair services at the Nevada Youth Training Center in Elko, Nevada (RFP 40DHHS-S4053), with proposals due November 2, 2026 at 2:00 p.m. Pacific Time. A Nevada-based business preference of 5% applies.

The scope requires replacement of a 4-inch water main, meter, and check valve at the NYTC well house, including installation of new pipe, flanged water meter, saddle taps with ball valves, an air vent, and silent check valve, along with leak testing, backfilling, and debris removal. All materials must be approved by NYTC Maintenance. Contractors must provide one day's prior notice for site access and comply with NYTC safety, security, and Prison Rape Elimination Act (PREA) policies; all employees or contractors with contact with DCFS youth must complete PREA training as determined by DCFS.

The contract term is expected to be less than one year and is subject to Board of Examiners approval. Evaluation uses weighted scoring: experience replacing well meters (20 points), experience with underground plumbing (20 points), experience with heavy equipment operation (10 points), and cost factor (50 points). Financial stability is scored on a pass-or-fail basis. Cost factor scoring compares each vendor's proposed cost against the highest and lowest bids submitted.

All vendors must be registered on nevadaepro.com, maintain an active System for Award Management (SAM.gov) registration, hold a Nevada business license, and comply with mandatory requirements including Nevada indemnification laws, no boycott of Israel provisions, and data encryption standards. The State intends to award one contract and strongly prefers vendors accept the attached standard form contract and insurance schedule without modification. Responses must remain valid for a minimum of 180 days after the submission deadline. Questions are due October 22, 2026, with answers posted on or about October 26, 2026. The evaluation period is estimated for November 3–5, 2026, with anticipated notice of award on November 17, 2026, and contract start date November 24, 2026. Commercial General Liability coverage of $2,000,000 general aggregate, $1,000,000 per occurrence, and Automobile Liability of $1,000,000 combined single limit are required.
