About this opportunity
Charlotte Water, a department of the City of Charlotte, North Carolina, is seeking a qualified contractor to provide water treatment valve rehabilitation services throughout Mecklenburg and surrounding counties in a Request for Proposals issued on March 16, 2026. The procurement requires the selected company to inspect and rehabilitate industrial valves including butterfly valves (12 to 120 inches), cone valves (12 to 48 inches), and gate valves (12 to 60 inches) used along the water intake and distribution lines. The contractor must perform all rehabilitation work at its own location, transport valves to and from multiple Charlotte Water facilities, and ensure all rehabilitated valves meet "Like-New Condition" standards with an 18-month warranty against defects in materials and workmanship. Over the initial three-year contract term with two one-year renewal options, approximately 30 butterfly valves, 50 cone valves, and 20 gate valves will be rehabilitated on an as-needed basis, with an estimated one to two butterfly valves, two to three cone valves, and one to two gate valves sent every six months. The contractor must charge a flat inspection fee per valve analysis, labor at an hourly rate with all preparation and testing work included, parts at a markup not exceeding 15 percent over documented costs, and transportation fees per trip, with no overtime rates permitted. Evaluation criteria include qualifications and experience, project approach and proposed solution, cost effectiveness and value, and acceptance of contract terms. Written questions are due by March 25, 2026, with proposals due April 1, 2026 at 2:00 p.m. through the Bonfire Procurement Portal; contract award is anticipated in May 2026 with services commencing in June 2026.
The City of Charlotte has established a strong policy commitment to including Minority/Woman/Small Business Enterprises (M/W/SBE) and requires all proposing companies to submit a completed M/W/SBE Utilization Form documenting their commitment to subcontracting with City-certified small business enterprises, minority-owned enterprises, and woman-owned enterprises; failure to submit this form will result in rejection of the proposal as non-responsive. Proposers must also comply with the Charlotte Business Inclusion Program requirements, E-Verify requirements, the City's Conflict of Interest Policy, and the Charlotte Water Badge and Access Control Policy. The contractor must maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence minimum), automobile liability ($1,000,000 minimum for commercial vehicles), and errors and omissions insurance ($3,000,000 per claim), and must complete background checks for all employees prior to work commencement and annually thereafter. All rehabilitated valves must meet operational standards to serve Charlotte Water's customer base of nearly one million throughout Mecklenburg County, and the contractor is responsible for all spill prevention, response, and reporting at water treatment facilities. Pricing will remain firm for the initial three-year contract term, with price adjustments considered only during renewal periods if justified by documented increases in material costs and approved at the City's sole discretion. No specific budget range or award value is listed in the solicitation documents; rather, the contract is structured as an indefinite quantity agreement with no minimum purchase requirement.
