About this opportunity
The Pennsylvania Department of General Services is soliciting qualifications for a statewide Water Treatment Services Invitation to Qualify (ITQ), with qualifications due December 31, 2031, through which responsive suppliers will be awarded contract vehicles and become eligible to respond to future Requests for Quotes from Commonwealth agencies.
Suppliers must meet mandatory qualification requirements: minimum two years of experience in the relevant commodity code, active Pennsylvania Department of Environmental Protection Chapter 252 Laboratory Accreditation Certification with documented scope of accreditation, documented employment of a Certified Water Technologist (CWT) and/or Water Treatment Chemist, completed Domestic Workforce Utilization Certificate Form, and completed Iran Free Procurement Form. Suppliers must also select the service counties in which they will operate. Each contractor meeting minimum qualifications will be awarded a contract; award does not guarantee business volume.
The scope covers water treatment inspection and services for non-potable water systems across Commonwealth facilities, including boiler systems, steam-generating systems, HVAC systems, cooling towers, and recirculating hot and cold-water systems. Services must be available during normal business hours and on-call for nights, weekends, and emergencies. Qualified suppliers must perform initial system inspections at their own expense and develop service plans tailored to individual agency requirements. The contract term runs through December 31, 2031, with one optional five-year renewal period. Commonwealth agencies will issue RFQs to qualified suppliers through the JAGGAER system, with supplier selection based on best value criteria encompassing cost and overall suitability. Suppliers may permit COSTARS members (local public procurement units and state-affiliated entities) to participate; those doing so must pay administrative fees ranging from $166 to $1,500 and submit quarterly sales reports. All bidders must be registered in the Commonwealth's Vendor Master file to receive a contract award. No pre-bid conference will be held; questions must be submitted in writing to the issuing officer prior to bid opening.
