About this opportunity

The Commonwealth of Pennsylvania is seeking qualified contractors for an Invitation to Qualify (ITQ) Energy Supply and Management Services contract through the Department of General Services. The procurement covers six primary service categories: Electricity Supply Services, Natural Gas Supply Services, Renewable Attribute Services, Electricity Management Services, Carbon-Free Electricity Sourced Supply Services, and Renewable Natural Gas Sourced Supply Services. Contractors must possess two years of experience in their selected service category, hold current Pennsylvania Public Utility Commission licenses, and be members in good standing of PJM Interconnection as a load-serving entity where applicable. The contract will run from July 1, 2025, to June 30, 2030, with an option to renew for an additional five-year term. Qualified vendors will be invited to respond to future Requests for Quotes (RFQs) for energy-related services, which will be issued on an as-needed basis to Commonwealth agencies and potentially to Local Public Procurement Units through the COSTARS Provision. Contractors must complete Iran Free Certification and Worker Protection and Investment Certification forms, and submit qualifications electronically through the PA JAGGAER Portal by the due date of June 30, 2030.

The procurement includes provisions for small and diverse businesses, with differentiated administrative fees based on business classification: $166 for small diverse businesses, $500 for self-certified small businesses, and $1,500 for other bidders. To participate, vendors must first register as a Procurement Vendor with the Commonwealth of Pennsylvania and obtain a six-digit PA vendor number, create a user profile in the PA JAGGAER Portal, and meet enhanced minimum wage requirements of at least $15.00 per hour with annual cost-of-living adjustments. While no specific award value is listed, the contract is designed to create a pre-qualified vendor pool for energy services across multiple Commonwealth agencies and potentially COSTARS members, which include local government units, public authorities, educational and health institutions. Contractors must demonstrate high standards of honesty and integrity, comply with state and federal regulations, and meet non-discrimination and worker protection requirements. Technical support for the procurement process is available through JAGGAER at (800) 233-1121, and the contract does not guarantee business to qualified contractors but provides a structured mechanism for procuring energy-related services.
